Lycoming County commissioners approve floodplain study
Lycoming County commissioners took action on a number of professional services agreements at their Tuesday meeting including a floodplain management plan in Muncy.
The $80,000 hydrologic study of Glade Run will be conducted by the Army Corp of Engineers as part of a hazard mitigation project.
The small stream running through the borough has been the principal cause of flooding in the community through the years, according to Lycoming County Planning and Community Director Shannon Rossman.
No county dollars will be spent for the study.
In other matters, commissioners approved professional and administrative services agreements with SEDA-Council of Governments.
The contracts for $102,440 and $124,060 cover SEDA-COG work with Community Development Block Grant projects in the fiscal years 2018 and 2019.
In a related matter, commissioners approved an amendment to an agreement with Jersey Shore to extend the termination date from Jan. 31 to Nov. 30 for the Meadow Alley project.
Commissioners approved an agreement with Children’s Choice, Inc. for foster care services on an as-needed basis. The per diem rate ranges from $38.74 to 94.14 per day.
Commissioners approved Bruce Anderson, a licensed psychologist, to provide mental health services to Lycoming County Children and Youth Services and for Dr. Russell Gombosi to serve as the agency’s medical consultant. In each case, the costs are not to exceed $15,000.
In personnel matters, commissioners approved the hiring of Jerry L. Kennedy Jr. as promotion director of Information Services as a salary of $89,800.
Commissioners also approved the hiring of Courtney E. English as a clerk in the Juvenile Probation Department at an hourly wage of $15.20.
Attorney Angela C. Lovecchio was approved by commissioners to provide guardian ad litem services to children petitioned before the court at $3,700 per month. Commissioners also approved attorney Trisha Hoover to provide substitute guardian ad litem services at $75 per hour.
In other matters, commissioners:
• Took no action on a request to purchase a hay bailer for Resource Management Services.
• Approved an agreement with the Gregg Township Municipal Authority for site access to complete part of a main construction project.
• Approved Ironcutter Creative to provide website, social media and foster care recruitment advertising for Children and Youth Services from March 1 to Dec. 31 at a cost not to exceed $12,200.
• Approved an agreement with Northamption County to provide child welfare services.
Commissioners will next meet at 10 a.m. Tuesday, June 23 at the Executive Plaza, 330 Pine St., Williamsport.
