Muncy Borough purchases cameras for park, rescue plan, wood chipper

MUNCY — Muncy Borough Council recently approved purchasing five dome cameras for use at the Margaret E. Waldron Park.

The total project, supplied and installed by Clearview Asset Protection, LLC will cost the borough $4,951 from its equipment account.

According to Borough Manager Charley Hall, the Clearview cameras will enable borough police to remotely access them from their patrol vehicle if a call comes in regarding activity at the park.

“This is obviously a better bang for the total buck,” Hall said.

Borough council addressed the American Rescue Plan Act of 2021’s implications for the borough, saying the money could be used to improve stormwater drains.

Lycoming County had allocated $252,462 of federal funds to Muncy Borough to spend before 2024.

Hall brought on the topic of the borough’s wood chipper, which the borough discussed plans to apply for and use prior to Hall’s arrival as Borough Manager four months ago.

“I have yet to figure out where, when or how we’re going to be using a chipper,” Hall said. “We don’t have people calling in.”

Borough Council President Ed Feigles explained the original idea was to partner with Muncy Creek Township to offer chipping and mulch to residents from both municipalities. However, Feigles said a facility dedicated to collected wood results in residents using it to dispose of trash.

After further discussion, Feigles suggested the borough designate one day a month for borough residents to bring branches, twigs and sticks to be chipped.

“I hear you, I believe I have some direction and will endeavor to try to put into execution whatever plan you come up with,” Hall said.

Borough council also discussed a vacancy on the borough’s zoning hearing board that slipped under the radar for several years. Hall reported that John Kunkel’s term on the board had also expired, although the rules stipulate Kunkel was capable of serving until a replacement had been found.

Hall said Kunkel would like someone else to step in and take the position, but if nobody else did, he would continue serving, meaning Muncy Borough is seeking two residents to join the board.

“This is a very important position, however, we don’t have an awful lot of hearings,” Hall said. “You meet when needed. In theory you could serve your entire five years and never attend a hearing.”

Additionally, borough council appointed Stacie Henning to the Shade Tree Commission.

Muncy Borough Council will next meet at 7 p.m. Aug. 3 in the Muncy Borough Volunteer Fire Dept.
