Community Development Block Grant funds moved to new projects

Two boroughs will be able to shift Community Development Block Grant funds from one project to another following approval by the Lycoming County Commissioners at their meeting this week.

Montoursville Borough is moving $13,669 in CDBG funds, which had been for work on the entrance to their borough building, to the restroom project in the building to make more handicap accessible.

South Williamsport Borough will be utilizing $94,816 for the curb cuts Phase project, which had been marked for the borough’s spot slum/blight removal. The reason given for the shift in funds was that the project could not move forward in a timely manner.

In other actions, under personnel items, the commissioners approved two full-time transfers: Riley Nonemaker, administrative specialist in the Adult Probation Office, $17.47 per hour; and Logan Laidacker, emergency management specialist in the Department of Public Safety, $46,743 per year.

A follow-up contract with Election IQ approved by the commissioners will continue to provide expert reviews, advice and recommendations about “accessibility requirements at our polling places as we move through the processes of reviewing them for compliance with ADA,” Forrest Lehman, director of Voter Services, stated. He added that it will also help with the county’s negotiations with the Department of Justice on these issues.

Other agenda items approved by the commissioners were:

• An extension to the National Resources Conservation Service Emergency Watershed Protection Cooperative agreement. This will extend the agreement to Feb. 9, 2023.

• A temporary access agreement with NRCS to do work along Miller’s Run.

• A change order with Lecce Electric for an extra $908 to install three fire alarm strobe devices at the health and wellness center construction.

• A change order with TurnKey Construction for work at the health and wellness center construction.

• An agreement with IntegriTec Inc. for water treatment on the HVAC system at the Lysock View complex.

• The Medical Assistance Transportation Program subrecipient monitoring agreement with STEP, Inc. in the amount of $1,167,108.

• Five agreements with the county’s Juvenile Probation Office and the following agencies: Centre County Youth Services Bureau, Diakon Family Life Services, George Junior Republic in Pennsylvania, 2022-23 KidsPeace National Centers, Inc. and 2023-24 KidsPeace National Centers Inc.

• An agreement with TiadaghtonValley Municipal Authority for an additional $22,500 in American Rescue Plan Act funds for sewer and water, due to increased costs.

The next meeting of the commissioners will be at 10 a.m., Oct. 6 at the Commissioners’ Board Room, first floor Executive Plaza, 330 Pine St.
