Commissioners OK $1.3M to library system, awards to other agencies

Over $1.6 million in funds have been awarded to various agencies by the Lycoming County commissioners with the majority of that amount — $1.3 million — going to the Lycoming County Library System.

Other outside agencies receiving awards are: the American Rescue Workers, $10,000; Firetree Place, $40,000; Greater Lycoming Habitat for Humanity, $50,000, using Act 137 funds, which are optional county affordable housing funds; Law Enforcement & Police Training Association, $15,000 using Act 13 funds, which are impact fees collected from the natural gas drilling in the county; Lycoming County Fire Police Association, $3,000, from Act 13 funds; Lycoming County Historical Society, $10,000; Lycoming Police Camp Cadet Foundation, $3,000; Lycoming Senior Citizens, $10,000; Susquehanna Health Foundation, $11,593; West Branch Fireman’s Association, $15,000; Williamsport Municipal Airport Authority-Air Traffic Control, $150,000; Williamsport Municipal Airport Authority-Airport Improvement Program, $7,500.

Resource Management Services (RMS) fee and time schedule changes were approved by the board. These include: closing inbound scales 15 minutes before closing at the transfer station and the landfill; increasing the minimum fee from $20 to $23; and an additional $30 fee for clean out or dig outs from frozen commercial containers.

The changes in hours begin next week and the fee changes, March 1, according to Jason Yorks, RMS director.

The commissioners also approved an agreement with Clear Ballot in the amount of $12,000, which will provide for onsite election day support for the two elections this year including support for anything that might come up at the precincts with the voting system, scanners, processing mail ballots at the county during the day and reporting the results on election night, according to Forrest Lehman, director of elections.

Other actions taken by the board included approving: an extension to the agreement with McCormick Law Firm through Dec. 31 for solicitor services for the Register and Recorder’s Office; applying for a state Redevelopment Assistance Capital Program grant for the Lycoming Valley View Facility improvement project for $1,000,000; a Department of Environmental Protection grant agreement for the Municipal Recycling Program Grant in the amount of $200,000; a proposal from Susquehanna Accounting & Consulting Solutions Inc. to prepare an indirect cost plan for the county for 2023 through 2025 in the amount of $8,000 per year; an agreement with Susan Shanaman, Esquire, in the amount of $4,300; and the appointment of Jon Corbin to the local Emergency Planning Committee.

Actions taken by the Salary Board, which comprises Nikki Gottschall, the county’s acting controller, and Commissioners Scott Metzger, Marc Sortman and Mark Mussina, included: adding a full-time telecommunications position to the list of positions in the county in the Department of Public Service; removing two part-time nurse positions from the prison; increasing the hourly wage of Central Processing officers from $10.04 to $25 to bring them in line with similar departments; removing one part-time director of central processing and adding one full-time central processing officer; and retitling the victim witness coordinator-adult to victim witness manager with no change in pay.
