The impact of the impeachment proceedings on the 2020 election will be determined by two groups of voters: 1. The people who didn’t vote for Clinton in 2016 because she wasn’t Bernie Sanders. 2. The people who didn’t bother to vote because they were sure Clinton would win.
The best way for the House Democrats to encourage these two groups to vote in 2020 is to have public hearings. But, unless it is clear that the Senate would vote to convict Trump, the House Democrats should not pass Articles of Impeachment. That way Democrats can say, “We have provided voters with important info that Trump didn’t want you to know. On Nov. 3, 2020, voters will decide if Trump should be removed from office.”
