Hotel tourism tax funds the VB. As is the case in almost all State or Federal tax supported grant funding, the "conduit" for transfer of funds is almost always through a non-profit entity, with a local government fiduciary (here it is Lycoming County Commissioners). Having been through the VB grant funding process, it is rigorous and comprehensive in its due diligence.

What are the funding sources for the Bureau? That would would help determine if the Bureau is a valuable conduit for the transfer of funds. Also, if it is a conduit, is it more efficient to transfer funds from the sources directly to the recipients?
