I routinely pick up trash along the two blocks from the post office on Route 45 and my home.
Many years ago, a young friend was traveling with me, and I noticed him take out a stick of gum and unwrap it.
When he reached for the wind wing, I said, "Steve!" He looked at me and said, "You would too." He knew that we would stop and he would retrieve the wrapper.
It isn't just beer cans, it's fast-food wrappers and any other containers which stores provide. I wish I knew the answer; it's a matter of personal responsibility, and there seems to be a dearth of that asset in the modern world.
