Holmes, who represents the borough's Second Ward, is one of three new council members who were sworn in to office during the meeting.
The other two new council members are Christopher Lucas, First Ward, and David Moyer, Third Ward.
Council voted to reappoint Ginny Gardner as secretary-treasurer and open records officer and Ronald Smith as streets/water commissioner.
In other action, council passed a resolution to renew an agreement for Lycoming County to collect the borough's real estate taxes.
Council also passed the borough's new flood plain ordinance.
