Proposed budget includes tax hike

MUNCY — Muncy School District presented the first draft of its general fund budget for the 2018-2019 school year Monday night. The $17,965,475 budget is 1.1 percent over the current budget. Taxes are expected to increase 0.48 mills, bringing the total millage to 15.98.

According to David Edkin, the district’s business administrator, the increase will result in the average home valued at $113,000 paying approximately $54 more in taxes.

Salaries and benefits reflected 66 per cent of the budget at $12,037,671 with professional services at $1,075,200 and other services, such as transportation and charter schools at $1,737,190.

Revenue to offset the budget comes from local, state and federal taxes as well as appropriated fund balances resulting in a balanced budget. The greatest amount, 58 per cent comes from local taxes.

The proposed final budget will be voted on at the May meeting with the final budget being voted on in June.

In other actions, the board accepted the resignation of Dr. Frank Jankowski, elementary school principal, effective June 30, 2018. Jankowski is taking an assistant superintendent’s position with the Selinsgrove School system.

The board also approved the following items:

• Graduation and receipt of Muncy High School diplomas for the members of the Class of 2018, pending completion of state and local requirements.

• Two elementary students to raise funds for the March of Dimes through Geisinger Medical Center from 4/30-5/4.

• A change order in the amount of $45,031 for stormwater issues related to the construction of the new maintenance/storage building.

• A $3,000 contribution to the Muncy Pool Association.

• To pilot the summer science course, Aquatic Field studies.

• A summer readiness program for kindergarten students for summer 2018 not to exceed $4,000.

• An filed trip for the marching band to Disney World, June 2019, at no cost to the district.

•Eligible students to receive Special Education Extended school year services for summer 2018.

• Summer school course offerings through Educere.

The board also approved election of President Pro Tem for board members, Connie Conyer, Lisa Sleboda and Rhondel Moyle for the purpose of allowing them to sign and present diplomas to their children.

Under personnel, the board approved:

• The resignation of Marni Holt, secondary math teacher, effective the end of the current school year.

• Teachers Rae Pitchford and Anne Johnson for participation in the summer readiness program for kindergarten students at the rate of $29 per hour.

• Extended school year teachers Kelly Groover and Kim Price at a rate of $29 per hour.

• Paraprofessionals Cindy Fry and Cindy Murphy and Jennifer Rice as a personal care aide at their current approved hourly wage. Wendy Watts was approved as a paraprofessional in the kindergarten readiness program.

Coaches approved were Ellen Dincher as boys’ volunteer coach and Lisa Meyer as boys’ assistant coach.

The next board meeting will be at 7 p.m. May 21 in the High School library.

Connie Coyner, Ty Fry, Scott McLean, Rondel Moyle, Justin Reis, Lisa Sleboda, Robert Titman, Kim Walker and Sarah Woodward all were present.
