Victim in car crash identified

Police have identified Williamsport resident James Packer, 74, as the pedestrian victim in a single car accident on Lycoming Creek Road Thursday night.

Packer was struck by a northbound pickup truck driven by James Morgan, also of Williamsport, Old Lycoming Township Police Chief Joseph Hope said Friday afternoon.

It is believed Packer was crossing from the west to the east side of the road at Roosevelt Avenue when he was hit at about 8:55 p.m. Hope said.

When firefighters and paramedics arrived on the scene, passersby already were performing cardiopulmonary resuscitation on Packer. The emergency responders took over, but efforts to revive him were unsuccessful, Hope said.

Lycoming County Coroner Charles E. Kiessling Jr. pronounced Packer dead at the scene of blunt force trauma injuries.

There is a traffic light at the intersection, and Morgan, traveling in the curb lane (right lane), had the green light, Hope said. The road is four lanes there. Speed was not a factor in the crash, but visibility was, Hope said.

Morgan told police he never saw Packer until he hit him, Hope said.

Kiessling said Packer was wearing dark clothing and it was raining heavily at the time of the accident.

“There was very limited visibility,” he added.
