DuBoistown council still unclear on next MS4 steps

The DuBoistown Borough Council convened Thursday to discuss their progress on financing, designing and constructing a project to gain compliance with the MS4 mandate.

Lycoming County Sewer and Water Authority representative John Bickhart detailed the struggle of securing funding from grant opportunities that would present themselves.

While there are grants Bickhart may apply for on the borough’s behalf, he said there is not much money to go around in regard to the grants.

“The grants are competitive, and while there are grants that we can apply for, we don’t know if it will be enough. Also, they’re competitive and we would have to compete with all the other municipalities that are just a year behind us for them,” said Bickhart.

The councils plan of reaching out to legislative representatives and requesting aid is still on the table — a plan the council voted on during their February meeting, he said.

“If we don’t get these grants, I’ll still put pressure on our representatives,” said Bickhart.

Michael Rodgers, council president, said funding must be secured in the next five years. The council is still unsure if they will have to borrow funds to accomplish the state mandated task.

In other business, the council addressed concerns from residents regarding their search for a new borough manager after a resident questioned the cost with the borough’s tight funds.

Council members clarified they still have not officially begun their search and must discuss the projected salary of the position with the finance manager.
