Richard James Hill, of Loyalsock Township, and Emily Katherine Panta Pena, of Bellavista, Callao, Peru, announce their plans to marry on Thursday, Feb. 16, 2023, at Basil Restaurant in Muncy, with the Honorable Dudley Anderson officiating. A religious marriage ceremony in Peru is planned for April 29.

Emily is the daughter of Orlando Panta Bayona and Juana Pena Sagastegui, of Bellavista, Callao, Peru. A graduate of Peru’s Naval High School system (Liceo Naval) in 2006, she earned a law degree from Peru’s University of Applied Sciences (UPC) in 2014 and is employed by the Peruvian Association of E-Sports (APDEV) as chief legal officer.

Richard is the son of William D. and Diane S. Hill, of Loyalsock Township. He graduated from Loyalsock Township High School in 2008. He earned a bachelor’s degree from the University of Pittsburgh in political science in 2012 and his master’s degree from the same in 2014 in international affairs. He is employed by the United States Department of State, serving as a foreign service officer.
