Female inmate charged with assaulting another

Holly Shaffer, 35, an inmate at the state Correctional Institution at Muncy, faces new charges after allegedly attacking another inmate at the Clinton Township prison at 6454 Route 405 in late September, according to state police.

Shaffer, of Greencastle, Franklin County, struck inmate Nicole Lilley several times in the face and body in a common area of the prison on Sept. 27, police alleged. Corrections officers ordered Shaffer to stop, but she continued to pummel the woman, who did not fight back, police said. Officers had to deploy pepper spray in order to stop the attack. Court records did not say what sparked the assault that resulted in Lilley being treated at UPMC Muncy multiple facial fractures.

Shaffer was recently arraigned before District Judge Jon E. Kemp felony charges of aggravated assault and assault by prisoner as well as recklessly endangering, a misdemeanor. She remains behind bars in lieu of an additional $50,000 bail.
