Seven people charged with DUI

Jodi L. Ferris, 38, of 2642 Euclid Ave., DuBoistown, was so intoxicated when her 2021 Kia struck a parked car in the 2000 block of Riverside Drive in South Williamsport about 2:10 a.m. on Nov. 25 that she had to lean up against "a building for stability," a borough police officer wrote in an affidavit.

Ferris admitted to having "approximately three drinks and two shots" at a local bar, police said. Along with having difficulty standing upright, "she had bloodshot and glassy eyes," the arresting officer wrote in the court document. Charged with DUI and careless driving, Ferris had a blood-alcohol concentration level of .25, police said. She is free on $5,000 bail.

In another case, a blood test confirmed that Scott Sandberg, 46, of Taylor, Michigan, had marijuana and amphetamines in his system when a state trooper pulled him over near Washington Boulevard and Shiffler Avenue about 11:20 p.m. on Aug. 20 for various traffic violations. The trooper immediately detected a strong odor of marijuana coming from inside Sandberg's pickup truck. The driver admitted to smoking the controlled substance earlier in the evening, police said. Charged with DUI of a controlled substance, possession of marijuana and possession of drug paraphernalia, Sandberg is free on bail after he waived his preliminary hearing.

Another motorist, Charles Kaelin, 29, of 3605 Lycoming Creek Road, lot 14, was found to be allegedly under the influence when a state trooper stopped him for having a defective brake light on his SUV at West Fourth and Campbell streets in the city about 12:45 a.m. on Aug. 24, according to an affidavit. Charged with DUI, Kaelin, who had a blood-alcohol concentration level of .10, has waived his preliminary hearing and is free on $5,000 bail.

Another motorist found to be under the influence of marijuana when a state trooper stopped her near East Third Street and Tinsman Avenue in Loyalsock Township about 11:40 p.m. on Aug. 18 was Kaitlin Campbell, 23, of 400 W. Third St., apartment 2, who was pulled over because of a burned out headlight on her 2003 Chevrolet Impala, according to court records. A blood test disclosed marijuana in her system, police said. Charged with DUI of a controlled substance and two summary vehicle code violations, Campbell is free on $5,000 bail.

In another case, Tracy Records, 50, of 2774 Sylvan Dell Road, South Williamsport, was stopped in her car not far from her home facing east in the westbound lane of Sylvan Dell Road when a state trooper on routine patrol came upon the scene about 3:15 a.m. on Aug. 8, according to an affidavit. When the trooper approached her, he "detected a very strong odor of an alcoholic beverage coming from inside the Chrysler 200, court documents stated.

As soon as Records stepped out of the car, the trooper detected alcohol on her, police said, adding that at the time, she had a blood-alcohol concentration level of .20. Charged with DUI and a summary violation, she is free on $5,000 bail.

Another motorist, Casandra Burno, 34, of 1119 Franklin St., had a blood-alcohol concentration level of .15 when a state trooper stopped her 2015 Jeep Compass for multiple vehicle code violations near Eldred and Franklin streets in the city about 1:15 a.m. on Oct. 31, according to an affidavit.

When the trooper first approached Burno, he noticed "an open half empty bottle of wine on the front passenger seat," the affidavit stated. The woman admitted to drinking alcohol earlier, police said. Charged with DUI and three summary traffic violations, Burno is free on bail.

In another case, upon arriving on the scene of a two-car injury crash on Route 220 and Lime Bluff Road in Wolf Township about 3:30 p.m. on Feb. 5, a state trooper found one of the drivers, Ralph Celi, 68, of 104 W. Walnut St., Hughesville, sitting behind the wheel of his Mazda 626, court records stated. Celi and the two occupants in the other car were injured. There was a strong odor of an alcoholic beverage coming from Celi. “There was an open container of whiskey on the passenger floor," the trooper said in an affidavit.

Celi freely admitted that "he had too much to drink," the trooper said. The crash occurred as Celi pulled out of a driveway and into the lane of the other vehicle, the trooper said. All three people involved in the crash were treated at a hospital. Police obtained a blood-alcohol concentration level on Celi, but court records were unclear on what it was. Charged with DUI and six summary violations, including careless driving, Celi has been sent a summons to appear before a district judge.
