Paving company owner charged with deception
Criminal charges have been lodged against the owner of B&B Sealcoating, a paving company in Lewistown, according to South Williamsport police. Brian Richard Jacobs, 48, formerly of Confer Lane, Muncy, but now using a Summerfield, Florida address, has been charged with felony failure to provide service after receiving advance payment, deceptive business practices and theft by deception, police said.
Jacobs received down payments from three women for three separate paving jobs in April 2021, police said. One woman gave $1,000 down payment while the other two put down $100 each, police said. “Jacobs gave a verbal timeframe to complete the work. When the timeframes came and the work was not done, the victims called Jacobs, inquiring about the work to be completed,” an officer wrote in an affidavit.
Jacobs told the women that the work would be done the following week, but it wasn’t, police said, adding that several more weeks passed before the women asked for their money back. “Jacobs refused to return the deposits as well as refused to do the work that was agreed upon,” an officer alleged in an affidavit. Following his arraignment before District Judge Gary Whiteman, Jacobs was released on $15,000 bail.
