A woman has been charged with endangerment of children and drug offenses by city police.
Audrey A. Hines, 24, of Carrollton, Texas, has waived the charges to court. The charges included endangering welfare of children, reckless endangerment, possession of controlled substances -- possession of a small knotted plastic bag with white residue, a black butane torch, numerous pieces of foil with burn marks, a cut blue straw for snorting, an empty white wax heroin bag and a small plastic bag.
City police said on Dec. 13, 2021, at 6 p.m. they responded to 429 Brandon Ave. for an unresponsive 2-year-old.
Officers were later dispatched to the UPMC Williamsport in regards to the same child for a drug overdose.
Officer responded to the hospital and spoke with the mother, Hines, who stated that while her infant daughter was upstairs sleeping, she took her two-year-old son outside to play with his cars in the dirt. Hines stated that when she looked at the baby monitor to check on her daughter, she noticed that her son had a white rock in his mouth. Hines then said she used her thumb and index finger to form a circle, showing the approximate size of the white rock.
Hines stated she reached her fingers into the mouth of her son and removed the white rock from his mouth. She said when she held the white rock in her fingers, the rock began to fall apart into powder. Hines stated that she had then tasted the white rock and said "it was bitter," "I thought it was drugs," the affidavit stated.
After making the assumption that her son just ingested drugs, Hines continued to allow her son to play until he began to yawn as if he was tired. Hines then took her son into the living room and waited to contact 911 until the 2-year-old became unresponsive.
Similarly, on Aug. 3, 2021, Hines' 2-year-old son overdosed inside the residence of 429 Brandon Ave. due to ingesting a morphine pill.
The father of the 2-year-old, Drew Barasky, admitted to officers that the morphine pills were his.
These two incidents have occurred at the same address under the same parental supervision, police said.
On Dec. 14, 2021, police applied for a search warrant for 429 Brandon Ave., which was granted by District Judge Jon Kemp.
Two officers made contact with the owner of the residence, Tammy Casella. Casella stated that the only occupants inside at the time were Hines' second child and Casella's daughter.
Before Casella left the residence, officers asked which bedroom belonged to Audrey Hines. Casella stated that the first bedroom at the top of the stairs was hers.
Three officers then conducted the search at the residence. The search revealed two amphetamine pills, 13 burnt pieces of foil with brown residue, one blue shooter straw, one white waxen baggie (heroin), one clear baggie containing a white residue, and other tools/paraphernalia for ingesting narcotics.
Everything located on the search was found in the bedroom of Hines, which was the bedroom Casella confirmed to be Hines' bedroom, police said.
