Benjamin Labonoski, 28, of Syracuse, New York, has been charged by the local SPCA chapter with cruelty to animals for an alleged incident in the 2100 block of Whitney Road in the city's Newberry neighborhood, where he deserted a dog that was under his care in mid-January, according to court papers at Frey's office. He has waived his preliminary hearing and is free on $5,000 bail.
