Samantha Older, 21, of 500 Lycoming St., Apt. 9L, and Dwayne Johnson, 37, each face a felony count of endangering the welfare of a child following an alleged incident involving their 9-month-old daughter outside Johnson's home at 1310 Scott St. in mid-July, according to city police.
In a criminal complaint, Older is accused of "placing the infant on Johnson's front porch and leaving her unattended near six concrete steps" about 11 p.m. on July 16, police said.
Video surveillance shows Older placing the infant "on the porch while she argues over a speaker phone with Johnson," with whom she shares custody of the child, police said. "At one point, Older leaves the front porch and walks several feet down the sidewalk, leaving the child unattended. After several moments pass, Older returns back to the porch and places her daughter on the furthest side away from the steps, and then leaves, walking away from the home and eventually out of sight, leaving the child unattended and crying," an officer wrote in the affidavit.
"The child continued to cry for a minute before she began crawling towards the porch steps," the officer said.
Johnson, who was "aware of the child's placement on the porch at all times" eventually "emerges from the home while recording the incident on his cellphone," the officer said.
Johnson's surveillance system recorded Older "saying 'real (expletive), I'm leaving' and in fact exits from camera view completely while the infant was screaming," the officer said in the court document.
"Rather than picking up the child immediately, Johnson continues to record the porch as the baby remains playing at the top of the stairs, stopped by nothing but a broom handle. Johnson made no attempt to comfort the child until he was finished narrating his recording," the officer wrote in the affidavit.
Older and Johnson have been arraigned before District Judge Christian Frey and are free on $25,000 bail each, police said.
