Debra E. Frey, 65, of 6459 Lycoming Creek Road, Cogan Station, has been charged with theft by deception and receiving stolen property for allegedly depositing two fraudulent checks that totaled $2,860 at Muncy Bank and Trust, 2 N. Main St., Muncy, in late May 2021, court records stated. She was arraigned this week before District Judge William Solomon and released on $15,000 bail.
