Reggie Darnell Spencer, 41, formerly of Prospect Park (Delaware County) and Lock Haven and now of Williamsport, was charged with delivery of a controlled substance and conspiracy for his alleged involvement in the sale of crack cocaine to another individual in the 700 block of West Fourth Street in the city on Nov. 7, according to an affidavit filed at the office of District Judge Christian Frey by the county's Narcotics Enforcement Unit. He has been jailed in lieu of $50,000 bail.
In another case, Lycoming Regional police have charged Emily Fraley, 28, of 386 Bitler Hill Road, Muncy, with possession of methamphetamines and possession of marijuana in the 300 block of North Main Street in Porter Township on Dec. 15, court records stated. After waiving her preliminary hearing before District Judge Denise Dieter, Fraley was released on $25,000 bail.
