Kevin Sandy, 60, of 528 Ruben Kehrer Road, Muncy, has been charged with felony sex crime for allegedly engaging in a sexual relationship with a female who was a minor when the relationship started and lasted nearly 20 years; ten of those years in Lycoming County, state police said. Sandy was arraigned before District Judge Gary Whiteman and released on $50,000 bail. He has since waived his preliminary hearing.
