While a state trooper was conducting an investigation in the 1100 block of Pond Road in Muncy Township about 10:20 p.m. on Aug. 2, Theodore M. Welter, driving a 2003 Lincoln Continental, pulled up on the scene appearing "disheveled, dazed and confused," according to an affidavit. While performing a series of field sobriety tests, Welter, 33, of 556 Highland Lake Road, Hughesville, "demonstrated multiple indicators of impairment," the court document stated. It was alleged that Welter, who refused to submit a blood sample, "was under the influence of a drug or drugs to a degree which impaired his ability to safely drive," police said. Charged with DUI of a controlled substance and careless driving, Welter is free on $1,500 bail.
In another case, after they stopped Travis Boings' 2020 Nissan Versa at Via Bella and Academy streets in the city about 3:20 a.m. on Sept. 19 because he was driving without his lights on, state police determined that his driver's license was suspended. During a series of field sobriety tests, Boings, 30, of Marshall, North Carolina, showed "multiple indicators of impairment," police said. With a BAC of .11, Boings was charged with DUI and three summary violations. He has waived his preliminary hearing and he is free on bail.
In another case, Casey Michael Stidfole, 31, of 517 Pepper St., Muncy, appeared to "be very nervous and sweaty and speaking with a low-whispery voice" when a state trooper approached him moments after he pulled his pickup truck into a business on Route 220 in Wolf Township about 2:30 a.m. on July 5, according to an affidavit. The taillights on his truck were not illuminated, police said. Upon showing signs of impairment during a series of field sobriety tests, Stidfole submitted a blood sample that revealed methamphetamines and amphetamines in his system, according to an affidavit. Charged with DUI of controlled substances, possession of a controlled substance (a rock of methamphetamines was discovered in the vehicle), possession of drug paraphernalia and driving without a license, Stidfole has waived his preliminary hearing and is free on $5,000 bail.
State police stopped Allison Marie Prince, 35, of 7171 Route 405, Montgomery, on Route 15 in South Williamsport after she failed to use her turn signal while driving a 2015 Hyundai Tucson about 9:20 p.m. on Nov. 26, according to an affidavit. With a BAC of .18, Prince, who had a strong odor of an alcoholic beverage coming from her breath, has been charged with DUI and two summary violations. She is free on $5,000 bail.
State police allege Elwyn Adams, 37, of 537 Market St., was "under the influence of a combination of alcohol and drugs" when they stopped his 2007 Toyota Camry after twice failing to use a turn signal near West Third and Court streets in the city about 12:45 a.m. on Jan. 22, court records stated. The troopers detected "a strong odor of marijuana and alcohol coming from the vehicle and noticed Adams' were bloodshot and glassy," an affidavit stated. He also was carrying a small amount of marijuana in his pants pocket, police said. Adams, who refused to submit a blood sample, was charged with DUI as well as possession of marijuana, possession of drug paraphernalia and three summary violations. He is free on $5,000 bail.
After his Hyundai Elanta and another car collided in the 100 block of Market Street about 12:30 a.m. on July 17, Timothy J. Allen got out of the vehicle and spoke briefly with the other driver, but then got back in his car and took off, city police alleged in an affidavit. The other driver notified police and told them he suspected Allen, 32, of Corning, New York, was under the influence. A short time later, Old Lycoming Township stopped Allen's damaged car on Route 15. Police said Allen "performed very poorly" during field sobriety tests. Charged with DUI and a summary violation, Allen, who had a BAC of .15, is free on $5,000 bail.
In another case, Christopher Ryan Leete, 35, of 1411 Bloomingrove Road, had a BAC of .22 when he crashed his 2010 Saab into a parked vehicle at Market Street and Brandon Place about 10:45 p.m. on June 30, city police said, adding that earlier Leete showed "numerous signs of intoxication" during field sobriety tests. Charged with DUI and summary violation, Leete, who suffered a minor injury in the crash, is free on $5,000 bail.
Sabrina L. Hufnagle, 38, of 451 Dogwood Lane, had a BAC of .18 when she lost control of her 2020 Buick Enclave on Route 15 in Old Lycoming Township during the early-morning hours of Nov. 14. Her car went down an embankment and overturned near Misner Road, Lycoming Regional police said. Charged with DUI and a summary violation, Hufnagle has since waived her preliminary hearing and is free on bail.
A blood test revealed that Aaron Joel Snyder, 21, of 81 Heatherbrooke Estates, Muncy, had marijuana in his system when he rear-ended another car while driving a 2010 Ford Fusion at East Third Street and County Club Drive in Loyalsock Township back on Oct. 22, 2021, state police reported in an affidavit. Snyder, charged with DUI of a controlled substance and two summary violations, admitted he had smoked marijuana hours before the crash. He has waived his preliminary hearing and is free on $5,000 bail.
