Joseph Bradly Bower, 28, of 4296 Route 442, Muncy, has been charged with criminal mischief for throwing a rock at a moving vehicle driven by Brandon McKee at Route 220 and Laurel Run Road in Picture Rocks, shattering a window where passenger Caleb Rooker was sitting about 10 p.m. on Feb. 4, Hughesville police alleged in an affidavit. Rooker "had some glass in his hand from the window shattering," but he declined treatment, police said. Bower has waived his preliminary hearing and is free on $5,000 bail.
