Jessica June Howlett, 38, of 2500 Federal Ave., apartment 280, was charged with DUI of a controlled substance and two summary violations after she ran a red light at West Third and Park streets in the city about 10 p.m. on July 4 while she was driving a 2009 Hyundai, Pennsylvania College of Technology police said in court papers.
It turned out the license plate on the vehicle had expired a little more than a month before the stop, police said.
Although she refused to submit a blood test, Howell "performed poorly" on a series of field sobriety tests, police said.
A police officer trained as a drug recognition expert responded at it was his determination that she was "under the influence to a degree that rendered her incapable of safe driving," according to an affidavit. She has been sent a summons to appear before a district judge.
In another case, Michael Stephen Doane, 68, of 2409 Brushy Ridge Road, Montoursville, was charged with DUI and careless driving following an incident about 8 p.m. on Oct. 23 when he was found asleep in the driver's seat of his 2007 Subaru Forester that was parked alongside Brushy Ridge Road in Fairfield Township with the keys in the ignition, according to a state police affidavit. A trooper detected alcohol on his breath after he was awakened, police said.
Upon exiting the car, Doane, who admitted to having "two beers," had to "steady himself against the vehicle to maintain his balance," the affidavit stated.
He showed signs of impairment while performing field sobriety tests. Doane, who refused to submit a blood sample, has waived his preliminary hearing and is free on bail.
