Latricia Ann Keyes, 47, formerly of the 600 block of Second Ave. and now staying at 200 W. Fourth St., has been charged with five counts each of delivery of a controlled substance and illegal use of a cellphone for allegedly sell crack cocaine to an informant on five occasions at various locations throughout the Williamsport area between mid-December and Monday, investigators with the county's Narcotics Enforcement Unit (NEU) said in court papers. Following her arraignment before District Judge Gary Whiteman, she was committed to the Lycoming County Prison in lieu of $50,000 bail.
In another case, Ephan Sinclair, 63, of South Williamsport, who goes by the street name "E," has been charged with possession with intent to deliver a controlled substance and illegal use of a communication device after selling four pills of percocet to an undercover officer on May 5, and a bag of crack cocaine to the same officer on May 17, state police alleged in an affidavit. One sale occurred in the borough while the other took place in Loyalsock Township. He has waived his preliminary hearing before Whiteman and remains jailed in lieu of $15,000 bail.
In another case, Tyrick Wilford, 35, of Philadelphia, has been charged with delivery of a controlled substance and illegal use of a cellphone after he sold two bags of crack cocaine to an undercover officer at West Fourth and Campbell streets on Jan. 25, according to an affidavit by the county's narcotics unit. Following his arraignment before District Judge Christian Frey, Wilford was released on $25,000 bail.
Frey also arraigned Cameron Belle, 63, of 951 Second St., on a charge of delivery of a controlled substance after allegedly selling 13 grams of methamphetamines for $320 at his (Belle's) home on March 7, according to an affidavit by the NEU. Initially jailed, he is free on $30,000 bail.
