Barbara Lynn Howlett, 54, and Jack Larue Howlett, 62, both of 2209 Lycoming Creek Road, apartment 1, have been charged with felony conspiracy to possession with intent to deliver a controlled substance for their alleged involvement in the sale of 3.8 grams of methamphetamine at an undisclosed location in the Williamsport area on March 22, according to an affidavit filed by the county's Narcotics Enforcement Unit. Jack Howlett faces an additional charge of possession with intent to deliver a controlled substance while Barbara Howlett was also charged with illegal use of a cell phone, investigators said. The two were arraigned before Solomon and released on $25,000 bail each.
