Williamsport man pleads guilty to indecent assault, child porn

A Williamsport man pleaded no contest to charges of child pornography and aggravated indecent assault at a recent hearing in front of Lycoming County Judge Ryan Tira.

Georgio Nomberto Rochon, 35, faces rape and terroristic threats charges following a city police investigation on Jan. 1.

Rochon allegedly told a female acquaintance that he was "going to cut her throat," and that she would "be dead before emergency services" reached the scene, police said.

Rochon allegedly then put a knife to her throat, removed her clothes and raped her, according to court documents.

During the investigation, police discovered that Rochon had child pornography on his phone, according to the affidavit.

"He was contacting 14- and 15-year-olds and manipulating them into believing that they were in romantic relationships with them," said Lycoming County Assistant District Attorney Phoebe Yates.

According to Yates, nothing physical happened between Rochon and his young victims, however, he was able to convince them to send him nude photographs of themselves.

In connection with the no contest plea, which allows Rochon to agree to be sentenced on the charges without admitting guilt, all other charges were withdrawn, the prosecutor said.

The charge of aggravated indecent assault was especially important, as this charge carries a lifetime sex offender registration requirement for Rochon, Yates explained. The child pornography charge alone would have only carried a 15-year registration requirement, she noted.

As part of his plea, Rochon must undergo a sexually violent predator assessment through the state, waiving his mandatory 90-day sentencing requirement.

At the earliest, Rochon is expected to be sentenced in January, though no date has been set yet, Yates said.
