8 charged with DUI

Angelie Lopez, 31, of 827 High St., was arrested by South Williamsport Police after her 2008 Ford Fusion collided with a utility pole at Brown Street and Riverside Drive in South Williamsport, in an accident that occurred at 7:45 p.m. on April 25.

Lopez was hysterical, yelling and insisting that her passenger, who was unresponsive, but breathing, was having a seizure, police allege.

She had a strong odor of alcohol, glassy, bloodshot eyes, slurred speech and had difficulty understanding police questioning.

Lopez was unable to keep a consistent story, first stating that she had come from a bar, before telling police that was coming from work, relating that she was a home health aid, but would not reveal where she had just come from, according to court documents.

During further questioning, Lopez changed her story again, stating that she and her passenger had just left The Shamrock, where she had consumed one shot, and that they were headed back to The Shamrock when the crash occurred, an affidavit said. She refused lab work. Lopez was charged with DUI, a summary offense, waived her preliminary hearing and was released on $5,000 bail.

In another case, state police arrested Natalie Ulsamer, 42, of 198 Primrose Lane, Trout Run, after her 2004 Jeep Liberty struck a utility pole near Harvey Road and Stone Lane in Eldred Township at 12:30 a.m. on June 22.

Prior to police arrival, Ulsamer had given her stepfather two bags that she did not wish to be in the vehicle if it was towed, court documents said. During a search of Ulsamer's bags and vehicle, police discovered three glass smoking devices and several containers of marijuana and THC wax and a prescription medication.

A medical marijuana card was also discovered, however the marijuana present was not in a form approved for medical use.

During questioning, Ulsamer stated that she was heading from work to pick up her child from her mom and stepdad's house, when she suddenly came to after the crash with no memory of the incident, according to an affidavit.

She further stated that she had taken a prescription earlier in the day and administered medical marijuana the day prior.

Ulsamer had red, bloodshot eyes with constricted pupils and lab work was positive for the presence of THC. She was charged with DUI, possession of marijuana, possession of drug paraphernalia, five summary offenses, waived her preliminary hearing, and was released on $5,000 bail.

In another case, at 12:30 a.m. on Feb. 3, Clayton Minier, 28, of 1013 Memorial Ave., was stopped by state police after they observed the center brake light on his 2007 Jeep Grand Cherokee to be inoperable.

Minier had glassy, bloodshot eyes, an odor of burnt marijuana and admitted to having consumed alcohol prior to driving, the odor of which was detected from the vehicle, police allege.

Minier failed a field sobriety test, and had a BAC of .10. He was charged with DUI, a summary offense, waived his preliminary hearing and was released on $5,000 bail.

In another case, Cassandra McDuffy, 33, of 1638 Sheridan St., was stopped by state police at 1:30 a.m. on Sept. 29, near Washington Boulevard and Blackberry Alley, after a routine check of the registration on her 2010 Chevrolet Malibu revealed her driver's license to be under suspension for a prior DUI.

McDuffy had a strong odor of alcohol and stated that she had consumed one alcoholic beverage prior to driving, police allege.

When asked for her driver's license, McDuffy related that she did not have it, admitting that it was currently under suspension. She failed a field sobriety test and had a BAC of .19. McDuffy was charged with DUI, three summary offenses, waived her preliminary hearing and was released on $5,000 bail.

In another case, state police arrested Thomas Amons, 34, 1824 Hazel Drive, after his 2011 Infiniti G37 was involved in a vehicle accident near Four Mile Drive and Northway Road at 7:45 p.m. on Sept. 24.

Amons had an odor of alcohol and glassy, bloodshot eyes, police allege. Amons failed a field sobriety test and refused lab work. He was charged with DUI, a summary offense, waived his preliminary hearing and was released on $5,000 bail.

In another case, at 12:45 a.m. on May 13, Jon Wise, 28, of 1620 Sycamore Road, apartment 2, Montoursville, was stopped by state police after they clocked his 2021 Kia traveling at 72 mph in a posted 55 mph zone on I-180 near the Mansfield Interchange.

Wise had an odor of alcohol, glassy, bloodshot eyes and admitted to having consumed "a couple" alcoholic beverages prior to heading home from a friend's house, police allege.

Wise indicated that he felt he was a three on a scale from one to 10 of intoxication, relating he didn't know if he would feel comfortable with his children riding a school bus with a driver of a similar intoxication level.

Wise failed a field sobriety test and had a BAC of .11.

He was charged with DUI, three summary offenses, waived his preliminary hearing and was released on $5,000 bail.

In another case, Kevin Reich, 55, of 240 Shady Lane, Jersey Shore, was stopped by Lycoming Regional Police at 5 p.m. on Oct. 5, after they observed Reich riding his 2024 Honda Ruckus along Wylie Street, without donning the required safety eyewear and helmet. Reich then crossed a pedestrian bridge across Losche Run.

Reich had an odor of alcohol, slurred speech and was unsteady on his feet, police allege.

Reich stated that he had been visiting with a friend on Wylie Street, where he had consumed "a couple Key Lights." Despite claiming to have a bad back, Reich attempted, and failed, a field sobriety test and had a BAC of .12. He was charged with DUI and a summary offense.

In another case, state police stopped Roberto Pacheco-Prieto, 43, of Sunbury, at 2 a.m. on Oct. 22, 2022, after they observed his 1995 Toyota Corolla take exit 21 onto I-180 East in Montoursville without utilizing his turn signal.

Pacheco-Prieto had watery eyes, slurred speech, and an odor of alcohol was detected from the vehicle, police allege, additionally police observed an open bottle of whiskey in the backseat and an opened alcoholic beverage in the center console.

Pacheco-Prieto failed a field sobriety test and refused lab work, however a preliminary breath test indicated his BAC to be .15, an affidavit said.

Pacheco-Prieto was charged with DUI, three summary offenses and was released on $5,000 bail.
