Williamsport man jailed on multiple counts of possessing child pornography

When city police arrived at Steven Carter-Hicks' eighth-floor apartment at 798 W. Edwin St. to execute a search warrant on the morning of Sept. 20, officers seized the 69-year-old's laptop computer, according to an affidavit. The computer was on and an image that was "readily apparent (to be) child sexual abuse material was on the screen," an officer wrote in the document.

The search warrant and subsequent seizure of the computer was prompted by a tip investigators received in which evidence of suspected child pornography was found on material linked to Hicks and his apartment. Upon looking at all the open browser tabs on the laptop, an investigator found nearly two images of child sexual abuse material, it was stated in the affidavit.

Once in custody, Carter-Hicks admitted that he began viewing child pornography "about 30 years ago," and that he views such pornography once a day every day, police said.

Following his arraignment Monday before District Judge Denise Dieter on 23 felony counts of sexual abuse of children – possession of child pornography, Carter-Hicks was committed to the Lycoming County Prison in lieu of $250,000 bail.
