All local charges dropped against Philadelphia man wanted in two states

Although city police withdrew all charges against Sameer Ruffin that stemmed from a domestic disturbance on Oct. 17 in which he is alleged to have threatened to kill a woman and her children in the East End, the 23-year-old Philadelphia man’s legal troubles are far from over, according to court records recently made public.

Ruffin has now been arraigned on two counts of fugitive from justice as a result of warrants that were filed by two different law enforcement agencies last December. One warrant was filed by the Virginia Beach, Virginia, police department, charging him with felony robbery and identity theft plus one misdemeanor charge of simple assault. The second warrant was filed by the Delaware Department of Justice and stems from a probation violation, it was stated in an affidavit at the office of District Judge Denise Dieter, who arraigned him on the two counts and ordered him recommitted to the Lycoming County Prison on no bail. Information was not available Tuesday night on whether Ruffin was going to waive extradition or fight it.

On Nov. 6, Williamsport police dropped of strangulation, terroristic threats, unlawful restraint, false imprisonment and related offenses stemming from the domestic.
