Pittsburgh area woman faces charges for assault in Jersey Shore

When Lycoming Regional police officers arrived on the scene of a domestic disturbance in the 200 block of South Main Street in Jersey Shore about 1:40 a.m. on Oct. 21, Briana Kisow stumbled out of a home and onto a porch, where she needed assistance with sitting on the steps due to her “heavily intoxicated” condition, it was alleged in an affidavit.

A second woman then exited the house with “a large amount of blood on her face,” police said. This woman told police that Kisow allegedly “kicked her in the face and clawed at her on the ground,” adding that she had no idea why Kisow, 31, of McDonald, a suburb of Pittsburgh, attacked her. Officers made several attempts to question Kisow and “understand her side of the story,” but she refused to speak with them, telling them “it was none of your business,” the affidavit stated. When the officers placed her under arrest, she kicked them and then became “limp in order to make it difficult for them to control her,” police alleged. She also refused to give them her identity, but they obtained that from her driver’s license, police said. Kisow was arraigned on charges of simple assault, resisting arrest, disorderly conduct, public drunkenness, false identification to law enforcement and harassment. Initially jailed, she waived her preliminary hearing this week before District Judge Denise Dieter and is free on $5,000 bail.

Kayaker charged with being under the influence of alcohol

While patrolling the Susquehanna River near the Susquehanna State Park on the evening of Aug. 29, Charles Shoemaker, a water conservation officer with the Pennsylvania Fish and Boat Commission, spotted kayaker Andrew Douglas Gipe in the water, but did not see a lifejacket “readily accessible on board the kayak,” according to an affidavit. As he got closer to Gipe, Shoemaker asked him if he had a lifejacket on board, as required by law. At first, the kayaker said he did have one, but then changed his tune and said he had no personal flotation device when Shoemaker, riding along with fellow officer Sgt. Justin Boatwright, asked him to hold it up so he could see it, the court document stated.

While questioning the 31-year-old kayaker, Boatwright detected what he thought was an odor of alcohol coming from Gipe’s watercraft. Gipe, of 330 S. Howard St., South Williamsport, initially said a bottle in the kayak contained just water, but he later “admitted consuming vodka and juice from the bottle,” the affidavit stated. Gipe then underwent a series of seated field sobriety tests in which Shoemaker “documented numerous indicators of alcohol impairment,” the court document stated. Gipe was then taken to shore and transported to UPMC Williamsport, where he submitted a blood sample that revealed his blood-alcohol content level at the time was .19, Shoemaker said.

Charged with the misdemeanor of operating a watercraft while under the influence of alcohol plus four summary offenses, including negligent operation of a watercraft, Gipe recently waived his preliminary hearing before District Judge Gary Whiteman and is free on $5,000 bail.

City man waives preliminary hearing in high-speed pursuit case

After waiving his preliminary hearing last week before District Judge William Solomon, motorist Antoine T. Tucker will face further court action on a felony charge of fleeing police, recklessly endangering another person (there was a passenger in his SUV) plus two summary offenses that stem from a high-speed pursuit he had on April 19 with a Montoursville police officer who was working a county-wide DUI Enforcement roving-patrol detail. While driving a 2019 Nissan Rogue, Tucker, 40, of 610 Fifth Ave., took off at a high rate of speed near East Third Street to River Avenue in Loyalsock Township when the officer tried to stop him for a traffic violation. The pursuit continued into the city’s East End on side streets as Tucker attempted to elude the officer, according to an affidavit. Tucker finally pulled over at Wilson Street, police said. He remains incarcerated in the county prison in lieu of $25,000 bail.

Theft charge filed after city woman allegedly steals bicycle

On the afternoon of Oct. 9, Roshenna Brooke Walker, 38, of 917 Washington Blvd., rode her bicycle to the Weis Market at 305 River Ave. in Loyalsock Avenue and went into the store to make a purchase. However, when she came out, she rode off with another customer’s bicycle, leaving hers behind, state police alleged in an affidavit filed at Whiteman’s office. The entire incident was caught on surveillance video, police said. The stolen bike belonged to Austin Woodring, police said. Charged with misdemeanor theft, Walker was recently held for court and is free on $5,000 bail.
