Homeless man jailed following Williamsport stabbing

Shortly after allegedly stabbing another man in the forehead with a knife in the 400 block of Hepburn Strert in Williamsport, about 3:15 p.m. Tuesday, Kenneth Scott Outlaw, 36, who is homeless, was nabbed a few blocks west of the attack, city police said. It was alleged that Outlaw stabbed Kalif Burks during an argument at 477 Hepburn St., police said, adding that the assault was captured on surveillance video which showed Burks backing away from Outlaw, but Outlaw then advancing towards him and stabbing him.

Burks was bleeding from the left side of the head when police arrived on the scene, it was stated in an affidavit. He was taken by ambulance to UPMC Williamsport, where he was being treated Tuesday night for his injuries.

When Outlaw was taken into custody near Memorial Avenue and Maple Street, he had in his possession the knife that was used in the stabbing, police said. Following his arraignment before District Judge Aaron Biichle on charges of aggravated and simple assault as well as possession of an instrument of crime, Outlaw was committed to the Lycoming County Prison in lieu of $125,000 bail.
