Broken limb, shoplifting lead to charges filed in variety of cases
Woman suffers broken arm during domestic disturbance
It was shortly after 11 a.m. on March 31 when the state police barracks received a call from a person who reported that they could hear screaming from an apartment inside 1574 Northway Road in Loyalsock Township, according to an affidavit.
When troopers arrived on the scene, the alleged assailant, Mark A. Walker, who lived there, had already fled the scene. However, his girlfriend was there “distraught,” dealing with “severe pain in her right arm,” police said. The troopers were told that during an argument, Walker, 54,”picked up the woman and slammed her to the ground,” the court document stated. The victim landed on her right arm and head, police said, adding that paramedics dispatched to the scene and told her that the arm was broken. Walker was taken into custody the next day and arraigned before District Judge Denise Dieter on charges of simple assault, disorderly conduct and harassment, and remains jailed in the Lycoming County Prison in lieu of $20,000 bail.
Homeless woman jailed after allegedly spitting on city police officer
After creating a disturbance outside a business in the 500 block of Arch Street about 10:20 p.m. on April 2, Tiffany Lynn Manger, who is homeless, was seen stumbling as she was pulling a suitcase, it was stated in a city police affidavit. “I plead the Fifth,” she told an officer who asked for her identity. When told she was under arrest, the 41-year-old woman put up a brief struggle, it was alleged. Once she arrived at police headquarters on Nichols Place, Manger spat on an officer, hitting the officer in the face and arm, it was alleged in the court document. During her arraignment before District Judge Christian Frey on felony charges of aggravated assault and assault on a law enforcement officer as well as resisting arrest and public drunkenness, Manger was “uncooperative,” it was noted. She remains jailed in the country prison in lieu of $25,000 bail.
Loyalsock man jailed on felony child-endangerment charge
As he fled up a flight of stairs in an attempt to flee two state troopers during a domestic disturbance in his Loyalsock Township apartment about 1 p.m. on Friday, Kadar Gates-Davis grabbed a hold of a child and restrained the child while he struggled with the troopers, it was alleged. Police said Gates-Davis, 33, of 1735 Four Mile Drive kept a hold of the child until the troopers could forcibly handcuff him, it was stated in an affidavit. It was alleged that Gates-David assaulted a woman in the apartment, police said. Following his arraignment before Frey on charges of felony endangering welfare of a child, simple assault, resisting arrest, disorderly conduct and harassment, Gates-Davis was jailed in lieu of $25,000 bail.
City man caught allegedly stealing motorcycle
Called to investigate a report of “a suspicious individual pushing a motorcycle away from a parking area” on the Pennsylvania College of Technology campus about 6:20 a.m. on Sept. 21, a Penn College police officer saw Conner Charles Hall pushing a cycle onto Rose Street and towards the North Shore Railroad bridge, according to an affidavit filed at the office of District Judge Christian Frey. Hall, 19, of 1014 Dewey Ave., who was clearly under the influence of alcohol, admitted to consuming alcoholic beverages, police said. He told the officer he was helping the bike’s owner push the vehicle, but the owner had fled, the affidavit stated. However, it turned out that the owner, who was not identified, was asleep and unaware that the motorcycle had been taken, police added. Hall was arraigned last week on felony charges of attempted theft and receiving stolen property as well as unauthorized use of a motor vehicle. He was released on $15,000 bail. He will have a preliminary hearing later this month.
Motorist faces felony charge after allegedly fleeing state trooper
Driving a 2022 Dodge Challenger, Lester James II traveled at speeds in excess of 100 mph as he sped out of view of a state trooper who was pursuing him on Interstate 180 at the Maynard Street interchange in the city about 7:45 p.m. on Feb. 12, it was alleged in an affidavit. Police suspect that James, 26, of 1131 Charles St., was the same driver that eluded another state trooper in Luzerne County on Feb. 5.
The second chase actually started as James was pulling out of a business on Maynard Street, where a trooper saw him run a red traffic light, the affidavit stated. The license on the car came back to a Unityville woman, who, upon being questioned by law enforcement, said she does not actually drive the vehicle, but signed for it for James because he was “experiencing financial hardship and poor credit,” the court document stated.
The woman was unable to provide a telephone number for James, but police got it from a local business where James recently had the car serviced. Upon getting a court order for the cellphone’s records, troopers determined that it was in a vehicle on Interstate 180 at the time of the Feb. 12 pursuit. Charged with felony fleeing police as well as seven summary offenses including reckless driving, James was recently arraigned before District Judge Gary Whiteman and jailed in lieu of $15,000 bail. During the proceedings, he refused to answer any of the questions the judge routinely asks defendants as part of any arraignment. James has since waived his preliminary hearing and is now free on bail.
Convicted sex offender charged with failing to register address
When convicted sex offender Bruce D. Stuart, 67, was released from the county’s Pre-Release Center in late July 2024, he did not alert law enforcement that he had returned to his primary address of 316 Ridge Top Road, Cogan Station, until last September, according to a state police affidavit. Such sex offenders are required by law to alert authorities of any change in their address within three business days.
However, when questioned by state police about the matter, Stuart explained that he was actually taken out of the center by an ambulance crew that took him to the hospital, where he was admitted for several days due to medical problems. Upon being discharged, Stuart learned he did not have to go back to the pre-release center, it was stated in the court document. He said that because of ongoing health issues, he “completely forgot” that he had to register the address change with authorities within the three-day time period.
Following a recent preliminary hearing before Whiteman, Stuart was held for court on one felony count of failure to update his address with the state police. He is free on $10,000 bail.
York County woman faces prostitution and drug charges
Christine Sullivan, 42, of Dallastown, York County, has been arrested on felony drug charges and one misdemeanor count of prostitution after she sold $100 worth of cocaine to an an undercover officer and also offered to engage in sexual acts with him for $140 in a Loyalsock Township motel on Oct. 21, it was alleged in an affidavit filed by a detective assigned to the county’s Narcotic Enforcement Unit. Following her arraignment Monday before District Judge Gary Whiteman on delivery of a controlled substance and illegal use of a cellphone as well as the misdemeanor charge, Sullivan was released on $10,000 bail.
3 charged with shoplifting in separate cases
Daniel Thomas Houck, 38, of 716 Grace St., has been charged with misdemeanor shoplifting after he stole $262 worth of merchandise from Cole’s Hardware, 130 Muncy Creek Blvd., in Muncy Creek Township on Feb. 12, state police alleged in court documents filed at the office of District Judge Kirsten Gardner. A warrant for his arrest was expected to be filed after he failed to appear for his preliminary hearing.
In another case, Khanif Carter, 20, of 1002 Baldwin St., has been charged with misdemeanor shoplifting after he allegedly stole a total of $83 worth of merchandise from the Weis Market, 305 River Avenue in Loyalsock Township between last Nov. 11 and Jan. 27, it was stated in a state police affidavit. He already has one shoplifting conviction, police said. Following his arraignment Tuesday, Carter was released on $7,500 bail.
In another case, Ernest Lee Freas, 42, of 4 W. Central Ave., South Williamsport, has been charged with shoplifting and receiving stolen property after he took $141 worth of merchandise from Wegmans, 201 William St., on Jan. 20, city police alleged in an affidavit. He has since waived his preliminary hearing and is free on $5,000 bail.
Montoursville man bound over on charges stemming from domestic disturbance
Following a preliminary hearing Monday, Michael Edward Zika, 33, of 325 Cherry St., Montoursville, was held for court on all charges stemming from a domestic disturbance at his home on Feb. 21 in which he attempted to strangle his girlfriend and a second woman who was at the house to help the girlfriend collect some of her possessions, borough police alleged in an affidavit. Zika also threatened to kill the two women if they were not out of the home in minutes, police alleged.
After hearing testimony, District Judge Gary Whiteman ruled there was sufficient evidence to hold Zika on two counts each of strangulation, terroristic threats, simple assault and harassment. Zika remains free on $10,000 bail.
