District Judges kept busy in Lycoming County

City man faces theft charges

Paul Alexander White, 40, of 47 W. Fourth St., Apt. 704, faces a variety of theft charges after he and another man allegedly stole $200-worth of metal autoparts from a vehicle repair shop in the 300 block of North Main Street in Porter Township on Feb. 13, 2026, according to a Lycoming Regional Police affidavit.

An employee reported to police that at approximately 2 a.m. on the date in question, a silver or gray Hyundai Elantra with damage to its passenger side mirror, had pulled up to the back of the shop and two occupants of the vehicle removed rotors and coil springs from their recycling bin.

After reviewing surveillance video, police were able to glean a description of the vehicle and the two occupants. It was also determined that the suspects had taken approximately 56 rotors and two springs, court documents said.

Police then contacted a local scrapyard inquiring about anyone who had recently brought in a large amount of rotors, and were allegedly informed that on Feb. 13, White had made a transaction of 1220 pounds of hubs and rotors, totaling $128. An employee further related that White drove a white or silver vehicle, a description backed up through county dispatch, who confirmed that a white 2014 Hyundai was registered to him.

Police subsequently reviewed surveillance photos supplied by the scrapyard and observed White’s vehicle, with damage consistent to that seen in the repair shop video. The occupants of the vehicle also matched those of the suspects seen removing materials from the recycling bin, court filings said.

In a second photo, White is allegedly seen wearing clothing of the same color and design as one of the men in the repair shop video.

White was arraigned on charges of theft by unlawful taking, receiving stolen property and theft of secondary metal by District Judge Denise Dieter, and released on $15,000 bail.

Two Jersey Shore men accused of drug activity, tampering with evidence

While responding to 613 Allegheny St., in Jersey Shore on Dec. 24, 2025, for an electric bike left in the rear of the property, officers with the Lycoming Regional Police Department observed, through two large windows, resident of the home, Charles Hilborn, 64 and Joseph Lee Rose, 42, of 1122 Allegheny St., Apt. 4, Jersey Shore, seated at a dining table next to an approximately two once baggie of suspected cocaine, multiple smoking devices, lighters and baking soda, according to an affidavit of probable cause.

After realizing police were knocking on the front door, Rose allegedly quickly turned around and began hiding items from the table as Hilborn could allegedly be seen throwing an item into the trash after trying to hide it behind a toaster.

After informing Hilborn of the issue with the bike, police gained his consent to search the residence. By that time, roughly 48 minutes had passed, court filings said.

During the search, police allegedly discovered a metal box containing a spoon with cocaine residue, multiple baggies, strips of wax paper, a metal pipe with burnt ash inside bearing the odor of marijuana. Also discovered was a prescription bottle containing marijuana and a small vial, enclosed by a lid with a small spoon attached, and a small amount of cocaine within.

Moving to the kitchen area, within a trash can, police allegedly found a small black bag, containing a broken glass pipe with residue, a rusty razor blade and Hilborn’s debit card, police said in court documents.

In the upstairs bathroom, police allegedly found a clogged, cloudy sink with broken glass and a metal prying tool at the bottom and multiple bags in the trash can wet with the same material from the sink.

The cocaine previously observed on the table was not found. Police believe that a large amount of the drug was attempted to be destroyed due to the amount of wet bags found in the trash, they said in an affidavit.

Hilborn was charged with possession of cocaine, possession of marijuana, possession of drug paraphernalia and tampering with evidence; while Rose faces charges of tampering with evidence and possession of drug paraphernalia.

Both men were arraigned on their charges by District Judge Denise Dieter. Hilborn was released on $25,000 bail, and Rose on $10,000 bail.

City man arrested for PFA violation

City police have charged Taylor Robert Bird, 29, of 2107 Cummings St., with contempt after he allegedly violated a protection from abuse order that was issued against him on March 30, 2026.

Just one day after the PFA was issued, Bird allegedly messaged the alleged victim via Instagram, stating “between you and I… I watch our videos everyday.” “Literally right now,” an affidavit said.

“You can act like you do f miss it but ik u do,” another message allegedly read, with the alleged victim responding by asking who the sender was, to which he allegedly replied, “taylor.”

“Please don’t report me,” Bird allegedly asked the alleged victim, according to court filings.

Bird was arraigned by District Judge Denise Dieter, and remanded to the Lycoming County Prison in lieu of $10,000 bail.

Lock Haven man charged with assaulting officer, multiple medical staff

While allegedly under the influence of narcotics, Mitchell Glenn Willits, 32, of Lock Haven, allegedly assaulted several medical staff and police officers, according to an affidavit filed by Lycoming Regional police.

State police initially struggled to bring Willits under control, necessitating the force of several officers, some of which were injured, and the deployment of tasers. Once restrained, Willits was transferred to Geisinger Jersey Shore.

Willits was subsequently moved to a trauma room and placed in a four-point restraint, which was later removed as he seemingly calmed down. Once those restraints were removed, however, Willits awoke and allegedly began ripping his IV lines out, court documents said.

As medical staff attempted to bring the situation under, Willits allegedly shoved one nurse against the wall, and after falling to floor, began kicking, hitting and spitting on medical personnel, at which point, Lycoming Regional Police were called to the scene.

Upon arrival, police assisted several medical professionals attempting to restrain a nude Willits. During the struggle, Willits allegedly spit on an office, an affidavit said.

Willits was arraigned by District Judge Denise Dieter on six counts of aggravated assault, assault of a law enforcement officer and disorderly conduct, and jailed at the Lycoming County Prison in lieu of $75,000 bail.
