Sex offender charged for failing to register with authorities
Following a preliminary hearing before District Judge Christian Frey, convicted sex offender James Henry Herb III, was held for court on two felony counts of failure to register with the state police. One count stems from Herb, 52, of Elmira, New York, failing to notify the state police after he just up and left his city apartment in the 700 block of West Third Street back in March 2024. It wasn’t until seven months later that authorities learned of his whereabouts when he was incarcerated on another criminal matter. Court records also allege that Herb, as a lifetime offender, is to undergo an annual verification process in early February with the state police regarding any changes in his address and employment status. Herb never appeared at the state police this year for his annual review, it was alleged in court documents filed by city police. Herb remains locked up in the Lycoming County Prison in lieu of $100,000 bail.
