Charges lodged against many in district courts
Cogan Station man allegedly threatened to cut off informant’s limbs
Baily Oryan Stonecypher, 24, of 2655 Lick Run Road, Cogan Station, has been arrested and jailed on a felony charge of intimidation of a witness after telling an informant that he was “going to cut off” the informant’s limbs and then turn the informant over to Stonecypher’s “gang,” it was alleged in an affidavit filed by a detective assigned to the county’s Narcotics Enforcement. The threat allegedly was made in a telephone conversation that Stonecypher had with the informant in the 1100 block of Park Avenue in the city during the early morning hours of April 13, it was stated in a criminal complaint. Arraigned before District Judge Christian Frey, Stonecypher remains in the Lycoming County Prison in lieu of $125,000 bail. He has since waived his preliminary hearing in this case as well as in a second case in which he was charged by the narcotics enforcement unit with conspiracy to deliver a controlled substance and possession of an instrument of crime. These charges stem from him allegedly “brandishing a firearm” while he and a woman were selling methamphetamine to an undercover detective in mid-January, court records stated. Bail in this case was $7,500.
Montgomery area man charged in 2023 burglary
John D. Gentry, 50, of 867 Snaurytown Road, Montgomery, will face further court action after waiving his preliminary hearing before District Judge Kirsten Gardner on burglary-related charges that stem from a 2023 break-in at a Clinton Township business, according to state police. It is alleged that Gentry broke into Hinston’s Salvage and Removal at 121 Route 54 in mid-July three years ago. Police allege Gentry also allegedly stole a 2010 Chevrolet Silverado pickup truck from the property. He faces felony charges of burglary, theft, receiving stolen property and criminal trespassing plus two misdemeanors, criminal mischief theft (for allegedly taking $100 in cash from the building). Initially jailed in lieu of $15,000 bail, Gentry is now free on 10 percent of that amount.
Tioga County driver faces felony fleeing charge
Motorist Ronald Pulcher II, 43, of Galeton, was arrested and jailed on a felony charge of fleeing police plus two summary offenses following a three-mile pursuit with state troopers on Route 44 South in Cummings Township about 10:40 a.m. on May 29, according to an affidavit. Driving a 2026 Mazda CX50, Pulcher ended up abandoning the SUV on Torbet Lane in Watson Township after he drove over tire-deflation devices in the 4300 block of Route 44, police said. At the time of the pursuit, troopers had been told to look out for him and his car because he was allegedly “involved in criminal incidents in Potter County,” the court document stated. He was arraigned Wednesday before District Judge Denise Dieter and initially jailed, but he has since been released on $100,000 bail.
Two men face firearm charge in separate cases
Jemil Jackson, 24, of 717 Market St., has been charged with illegal possession of a firearm after city police seized a handgun with an obliterated serial number on it while executing a search warrant at his residence on May 13, according to an affidavit. The court document stated that the search warrant was “in relation to a shooting,” but no other specific details as to when and where the shooting occurred were not provided. Following his arraignment last week before Biichle, Jackson was jailed in lieu of $50,000 bail.
In another case, while a state parole officer was conducting a routine house check on James Edward Willits at the 45-year-old parolee’s city home at 1538 Louisa St. on April 14, Willits “pointed to a room on the third floor and told the officer that there were things in that room that would probably get him arrested,” according to an affidavit. Upon entering the room, the officer saw several gun cases that Willits admitted contained rifles owned by his father, the court document stated.
As a convicted felon (burglary), Willits is prohibited from being in possession of any firearms. Within hours, city police executed a search warrant and the house, seizing three rifles. Arraigned before District Judge Kirsten Gardner on felony charges of convicted felon not to possess a firearm, Willits has since waived his preliminary hearing and remains incarcerated in lieu of $50,000 bail.
Domestic disturbance lands husband in the county prison
Upon interviewing the woman involved in a domestic disturbance with her husband early Friday morning, state troopers saw “bruising marks” around her neck, it was stated in an affidavit. The woman also suffered a middle back injury during a physical altercation with the alleged assailant, Water Andre Hoey, 41, of 422 Mill Lane, located in Limestone Township, where the incident took place, police said. The victim told the troopers that Hoey allegedly “put his left hand around his wife’s throat, preventing her from breathing,” it was alleged in the court document. Following his arraignment hours later before District Judge Christian Frey on charges of felony strangulation, simple assault and harassment, Hoey was locked up in lieu of $25,000 bail.
Assault-related charges lodged against city woman
Alexandria Milano, 25, of 425 Center St., has been charged with simple assault and harassment after assaulting another woman in the 700 block of West Third Street on Sept. 5, city police alleged in an affidavit. She has since waived her preliminary hearing before District Judge Aaron Biichle and is free on $5,000 bail.
Nippenose Valley man allegedly damaged police cruiser intentionally
Another set of charges have been filed against Limestone Township resident Karter John Peacock, 22, of 1585 Wells Road, according to Lycoming Township regional police, who have accused him of damaging a cruiser while it was parked outside the police station on South Pennsylvania Avenue in Jersey Shore overnight April 7. Surveillance video showed Peacock punching and kicking the front end of the police car, gathering up pieces of the cruiser and fleeing the scene, it was stated in an affidavit. Charged with institutional vandalism and criminal mischief, Peacock has waived his preliminary hearing before District Judge Denise Dieter and remains jailed in lieu of $50,000 bail. He has already waived his hearing on assault-related charges stemming from an incident when he allegedly punched a state trooper in the shoulder in the UPMC Williamsport emergency room while undergoing a “mental health evaluation” on the night of April 9.
Theft of debit card results in charges against Tennessee woman
Vanessa Sanders, 50, of Tracy City, Tennessee, has been charged with theft and receiving stolen property for stealing a debit card from another woman’s wallet after the victim had accidentally left the wallet at the front desk at Motel 6, 2815 Old Montoursville Road in Loyalsock Township on March 11, state police alleged. The theft was caught on the motel’s security system, police said. Sanders has since waived her preliminary hearing before District Judge Gary Whiteman and is free on $5,000 bail.
