Cogan Station man allegedly threatened to cut off informant’s limbs
Baily Oryan Stonecypher, 24, of 2655 Lick Run Road, Cogan Station, has been arrested and jailed on a felony charge of intimidation of a witness after telling an informant that he was “going to cut off” the informant’s limbs and then turn the informant over to Stonecypher’s “gang,” it was alleged in an affidavit filed by a detective assigned to the county’s Narcotics Enforcement. The threat allegedly was made in a telephone conversation that Stonecypher had with the informant in the 1100 block of Park Avenue in the city during the early morning hours of April 13, it was stated in a criminal complaint. Arraigned before District Judge Christian Frey, Stonecypher remains in the Lycoming County Prison in lieu of $125,000 bail. He has since waived his preliminary hearing in this case as well as in a second case in which he was charged by the narcotics enforcement unit with conspiracy to deliver a controlled substance and possession of an instrument of crime. These charges stem from him allegedly “brandishing a firearm” while he and a woman were selling methamphetamine to an undercover detective in mid-January, court records stated. Bail in this case was $7,500.
