Drugs and guns seized from home during investigation into Williamsport shooting; juvenile charged with discharging a firearm into occupied home

Felony charges have been lodged against two city men after city police and members of the county’s Narcotics Enforcement Unit seized two handguns and three pounds of marijuana during a raid at their Green Street home on June 10, according to court documents. The firearms and drugs were discovered while law enforcement were executing two search warrants at 613 Green St., the home of Lamar Frankie Campbell Jr., 21, and Philip L. Torres, 20.

The search warrant was filed as part of an ongoing investigation into a shooting that occurred in the 1400 block of West Fourth St about 3:45 p.m. on June 4, police said. No one was injured in the shooting, but at least one bullet struck a home on the block, police said. Three to five males were seen running from the scene, including Campbell and Torres, police alleged in a media release issued on Thursday morning.

While Campbell and Torres have not been charged with any offenses related to the shooting, a male juvenile, whose age or identity were not released, has been petitioned into juvenile court on charges stemming from the incident, including discharging a firearm into an occupied structure, possession of a firearm by a minor, recklessly endangering another person and possession of an instrument of a crime. The minor remains incarcerated in a juvenile detention center, police said.

Investigators said that part of their investigation into the shooting led them to Campbell, Torres and the juvenile. It was unknown if either of the two handguns seized at the Green Street property were used in the shooting.

The narcotics enforcement unit alleged in a separate criminal complaint that Torres, now living at 713 Elmira St., sold $250 worth of marijuana to an informant in the 300 block of Memorial Ave. in the city shortly before the Green Street raid took place. An affidavit stated that detectives discovered 480 grams of marijuana in Campbell’s bedroom while an additional 875 grams of the controlled substance was located in the kitchen.

The narcotics unit charged Torres with one felony each of delivery of marijuana, possession with intent to deliver a controlled substance and illegal use of a communication device. Campbell has been charged with one felony county of possession with intent to deliver marijuana. In a separate criminal complaint, city police charged Campbell with one felony count of convicted felon not to possess a firearm. Police said he was convicted in New Jersey of possession of dangerous drugs. He remains jailed in the Lycoming County Prison in lieu of $300,000 bail while Torres is incarcerated in lieu of $100,000 bail.

The Green Street property is also the home of 22-year-old Christian L. Campbell, who was held for court this week on a city police charge of attempted homicide and related offenses that stem from him allegedly shooting another man in the legs in front of the house on April 27. The victim failed to appear at Campbell’s hearing on Wednesday. Efforts to find out how Lamar and Christian were related were unsuccessful. Christian Campbell remains jailed on no bail.
