911 call for help leads to charges filed against Old Lycoming Township man

It was about 8 a.m. on July 4 when the county’s 911 received a call on an open line, meaning that even though no one is talking directly to a dispatcher, the dispatcher can hear background noises. In this case, the dispatcher heard a woman crying, asking for help and “repeatedly requesting that someone respond to the residence,” it was stated in a Lycoming Regional police affidavit.

Upon arriving at the apartment at 2021 Misner Road in Old Lycoming Township, officers spoke with a woman, the suspected caller, who had “significant swelling above her left eye, which was heavily bruised as well as black and blue,” the court document stated. It is alleged that Blaine A. Cochran punched the woman in the eye as well as repeatedly struck her in the back of head during a domestic disturbance, police said. The woman told the officers she believed the 54-year-old Cochran was trying to break her neck while holding her head down, it was alleged.

“Tomorrow’s the day you’re going to die,” Cochran told the woman the day before, police alleged. He made the same threat on July 4 “before demanding that she do outside and mow the grass,” police said. When officers attempted to take him into custody, Cochran, who lived in the apartment, put up a struggle, forcing one of the officers to deploy his taser gun before he could be brought under control.

Arraigned before District Judge Aaron Biichle on charges of terroristic threats, simple assault, resisting arrest and harassment, Cochran remains locked up in the Lycoming County Prison in lieu of $50,000 bail.

Defendant tells officers to “go kick rocks” after refusing to be fingerprinted

Accused drug dealer Kyiem Randy Bradshaw, who has documented arrests in Lycoming County dating back an additional 10 years, faces a new misdemeanor charge of obstructing the administration of law after he refused to allow law enforcement to fingerprint him, according to court documents filed by the county’s Narcotics Enforcement Unit at Biichle’s office. Already incarcerated on drug charges filed June 8 as well as two other cases pending in court, the 49-year-old Bradshaw was taken from the county prison on June 19 to be fingerprinted at Williamsport police headquarters.

Upon arriving at headquarters, Bradshaw, whose last known address was 821 ½ Park Ave., refused to go into the building, police said. When told he could be charged with obstruction if he did not comply, he told the officers “I can’t get arrested for nothing, man,” it was stated in an affidavit. Upon being given one more warning, Bradshaw told the officers, “Do what you got to do. Go kick rocks.”

Following his recent arraignment before Biichle on the new charge, Bradshaw was recommitted to the jail in lieu of an additional $5,000 bail. He has since waived his preliminary hearing.

Lycoming Regional police charged three with shoplifting in separate cases

Candace Mitcheltree, 43, of 2353 Linn St., has been charged with felony shoplifting for stealing $424 worth of merchandise from the Weis Market on Lycoming Creek Road in Old Lycoming Township between Nov.19 and Dec. 8, Lycoming Regional police alleged in court documents filed at the office of District Judge William Solomon. This was her third shoplifting charge, police said. Following her recent arraignment before Solomon, Mitcheltree was released on $15,000 bail. She has since waived her preliminary hearing.

In another case, Donya Lynn Woods, 38, of 621 Lloyd St., apartment 6, also waived her preliminary hearing before Solomon on a misdemeanor charge of shoplifting that stems from her allegedly taking $45 worth of merchandise from the same supermarket in early April, police said. She is free on $5,000 bail.

In a third case, Lycoming Regional police charged Iziah Robinson, 18, of 2002 Zuni Lane, with the same misdemeanor offense after he is alleged to have stolen $15 worth of merchandise from Dollar Tree on Lycoming Creek Road on March 28. This was his second offense as well. He was sent a summons to appear before the judge for a hearing next week.
