Williamsport woman charged again with retail theft

Already facing charges for allegedly stealing $41-worth of merchandise from the Goodwill Store at Park Avenue and Hepburn Street, Dawn Aurora Welch, 61, of 1440 W. Fourth St., has now been charged with felony retail theft and theft by unlawful taking for allegedly pilfering $150.23-worth of items including lunchmeat, fruits, chicken and various drinks from Weis Markets, located at 305 River Ave. in Loyalsock Township on four separate occasions between Jan. 23, 2026 and Jan. 27, 2026, state police said in an affidavit.

In addition to shoplifting, Welch allegedly utilized tag swapping and eating items throughout the store in depriving the store of the funds for the items, a store employee told police. Surveillance video observed by authorities corroborated the account, police said in court filings.

Welch previously pleaded guilty to retail theft in 2013 and 2014, and to felony retail theft in 2024, police noted in an affidavit.

District Judge Christian Frey arraigned Welch on the charges and she was released on $10,000 bail.
