Two city men were recently arraigned for making terroristic threats and other charges before District Judge Kirsten Gardner.
In the first incident, state police responded to the area of Route 287 and Whyne Road in Mifflin Township just before 12:30 a.m. on Sept. 4, for a report of an active domestic violence incident that allegedly occurred between, 34-year-old Zachary Thomas Harlan and a female alleged victim, according to court documents.
The incident began when the alleged victim rebuffed Harlan's advances, after which an argument ensued, followed by the alleged victim allegedly flushing Harlan's drugs down the toilet.
The two then entered a vehicle together to travel to a job site, at which point, Harlan, of 833 Funston Ave., allegedly confiscated the alleged victim's phone, relating that he would drive the car off a cliff, killing the two of them, an affidavit said.
Following a physical altercation, the alleged victim's phone was returned to her, with Harlan allegedly stating that he was going to kill himself before driving off.
He was arraigned on charges of terroristic threats and harassment and jailed on $25,000 bail.
Roughly 15 minutes later, city police were flagged down in the 900 block of Elizabeth Street within the city for an in-progress domestic incident, a separate affidavit said.
A male voice could be heard as police approached the residence, and through a window on the front door, allegedly witnessed Douglas Brent Hill, 58, of 930 Elizabeth St., yelling at an elderly female.
Both parties related that the argument was only verbal, and were advised by police to stay away from each other.
However, police returned to the home approximately two hours later after receiving a report of a domestic incident involving a male allegedly wielding a sword.
Witnesses identified Hill as the man in possession of the weapon, and provided video of an allegedly irate Hill on the front porch of the residence, sword in hand, and yelling at his mother, who was inside, court documents said.
Hill was arraigned on charges of terroristic threats, simple assault and harassment, and remanded to the Lycoming County Prison in lieu of $15,000 bail.
