Eureka violation for not complying with 30-day cleanup order ‘remains outstanding’

​Eureka Resources started removing wastewater from its Second Street, Williamsport, site on Monday, Oct. 27, according to Dustan Karschner, Environmental Protection Specialist with the Department of Environmental Protection.

According to his inspection report, Karschner had stopped in for a follow-up inspection of the site to find out that three truck loads of fracking waste water were departing that morning for disposal with a total of up to six truckloads per day planned to be removed moving forward, transporting the wastewater to Kleese Disposal in Ohio, which is a permitted disposal site.

According to Karschner’s report, no waste oil has been transported yet.

Eureka was ordered by DEP as of Aug. 19, 2025, to clean up and remove all waste from the Second Street facility within 30 days. The facility proposed a timeline for all waste from all three of its facilities and, according to Karschner’s inspection report, the violation for not complying with the DEP’s order remains outstanding.

All of this dates back to a reported spill of fracking waste that was reported by anglers in the West Branch of the Susquehanna on Aug. 17. A sampling port of the N3 tank within Eureka’s Second Street facility had malfunctioned and waste oil spilled into the facility and eventually into a nearby waterway and the Hepburn Street pumphouse where it entered the river until it was detected.

According to Karschner’s Oct. 27 inspection report: “Current conditions at the site have remained the same as was documented during the past couple visits. The roll off for waste from the cleanup was moved inside the building. Cleanup within the building is about the best it will get. If any additional cleanup work or changes occur it will get documented in future reports.”
