8 are sentenced in Tioga County Court
WELLSBORO – The following eight people were sentenced in Tioga County Court this week.
Sentenced to state prison:
Timothy S. Bowers, 22, of Wellsboro, 27 months to 60 months, $200 fine, 30 hours community service and $80 restitution for possession with intent to deliver a controlled substance.
Sentenced to county prison:
Karl R. Malinowski, 36, of Warren, 90 days to five years, $1,500 fine, 30 hours community service, 18 months driver’s license suspension for second offense DUI.
Jeana M. Orr, 57, of Mansfield, 11 months to 23 1/2 months, three years probation, $3,000 fine, 100 hours community service, $1,635 restitution and one year driver’s license suspension for DUI and aggravated assault by vehicle while DUI.
Mathew D. Wilson, 23, of Wellsboro, 75 days to 18 months with credit for time served, $100 fine, and 30 hours community service for theft.
Jesse W. Colegrove, 27, of Lawrenceville, seven months to 23 1/2 months with credit for time served, $500 fine and 30 hours community service for escape.
Robbie S. Bellinger, 46, of Wellsboro, three days to six months with credit for time served, $1,000 fine and DUI school for DUI.
Sentenced to intermediate punishment:
Philip L. Ciarlo, 37, of Wellsboro, four years total, 10 months county prison, last 30 days electronic home monitoring, $500 fine, 30 hours community service and $12,545 restitution for receiving stolen property.
Michelle R. Wright, 33, of Westfield, two years total, 30 days county prison, last 15 days electronic home monitoring, probation, $100 fine, 30 hours community service and $8,684 restitution for theft.
Man accused of lewdness, drunkenness
WELLSBORO – A Wellsboro man allegedly went skinny dipping in a motel’s indoor pool at East Avenue in Wellsboro, according to documents filed at District Judge Robert Repard’s office.
A hotel clerk called police regarding an intoxicated person who refused to leave, according to court documents. Erik Timothy Echuck, 27, of 7E County Living Mobile Home Park, allegedly took off his clothes, got into the motel’s pool and swam while naked.
After staff asked Echuck to leave, he allegedly left the pool area but refused to leave the motel, according to court documents.
Echuck was charged with public drunkenness, disorderly conduct, open lewdness and knowingly trespassing.
He was jailed in county prison with bail set at $5,000. His preliminary hearing is scheduled for Nov. 3.
Man accused of threats, harassment
MANSFIELD – A Covington man was charged with terroristic threats and harassment, according to documents in District Judge James Carlson’s office.
Robert Preston Lane, 42, of 120 Canada Road, Covington, allegedly took out a knife and threatened the life of a person at a camper on Canada Road, said court documents. The victim got away and called state police, according to court documents.
Lane was jailed in county prison with bail set at $2,500. His preliminary hearing is scheduled for Wednesday.
Man accused of selling pot, oxycodone
MANSFIELD – Earl Joseph Zeigler, 49, of 18 Home Park Lane, Covington, allegedly sold marijuana, percocet, oxycodone hydrochloride and hydromorphone to an informant and state police, according to documents in District Judge James Carlson’s office.
The investigation conducted numerous controlled buys with a criminal informant purchasing the drugs from Zeigler at various locations in Covington Township, Richmond Township and Putnam Township, court documents said.
Zeigler has been charged with criminal use of communication facility, prohibited possession of a firearm, use and possession of drug paraphernalia, manufacture, delivery or possession with intent to manufacture or deliver and intentional possession of a controlled substance by a person not registered.
Zeigler was jailed in county prison with bail set at $100,000. His preliminary hearing is scheduled for Wednesday.

Sentenced to Tioga County Prison were:
Eric Green, 28, Hughesville, 72 hours to six months, $1,000 fine and 12 months driver’s license suspension after ARD revoked for DUI.
Larinda Silva, 22, Westfield, 116 days to 48 months with credit for time served, $200 fine and $545 restitution for two counts of theft by unlawful taking.
Ryan Cleveland, 23, Wellsboro, 90 days to 12 months with credit for time served and $200 fine after probation revoked for disorderly conduct, possession of drug paraphernalia and public drunkenness.
Shane Close, 30, Middlebury Center, nine days to six months with credit for time served, five years intermediate punishment with 90 days work release, 30 days electronic monitoring, and the rest on probation, $2,500 fine and 30 months driver’s license suspension for two counts DUI and possession of drug paraphernalia.
Sentenced to intermediate punishment was:
Brock Allen Parrish, 37, Clemmons, North Carolina, five years with 60 days work release, 30 days electronic monitoring and the rest on probation along with $1,500 fine and 18 months driver’s license suspension for DUI.
Sentenced to Accelerated Rehabiliatative Disposition were:
George Robert Cook, 46, Millerton, 12 months and 60 days driver’s license suspension for DUI.
Carl Ench, 27, South Royalton, Vermont, nine months and 30 days driver’s license suspension for DUI.
Fined was:
Martha Jane Grant, 38, Elmira, New York, $100 fine for unsworn falsification.
Cops: Man drove without interlock
WELLSBORO – Fernandito Colon Velasques, 46, of 98 East Ave., was charged with illegally operating a vehicle without an ignition interlock and registration certificate of title required, according to documents filed at District Judge Robert Repard’s office.
Wellsboro police pulled over a vehicle for having an expired registration sticker on Main Street. During the license and registration check, it was found Velasques allegedly drove the vehicle without an ignition interlock while having an ignition-interlock-only license, according to court documents.
Bail will be determined at his preliminary hearing, which is scheduled for Oct. 27.
Man is accused of simple assault
MANSFIELD – A Morris Run man was charged with simple assault, harassment, public drunkenness and similar misconduct, according to documents in District Judge James Carlson’s office.
State police were called to a domestic disturbance and arrived to find a victim complaining of a broken arm and witnesses stating the injuries allegedly were caused by Samuel Allen Hebe, 19, of 33 Matreski St., Morris Run, court documents said.
Hebe’s bail was set at $2,500, and his preliminary hearing is scheduled for Wednesday.
Man allegedly
possessed heroin
MANSFIELD – Brennon Vaughn West, 31, of Lot 15 957 S. Main St., was charged with possession of heroin, possession of marijuana, possession of drug paraphernalia and driving a vehicle at an unsafe speed of 55 mph in a 35-mph zone, according to documents in District Judge James Carlson’s office.
Blossburg police department officers pulled over a vehicle speeding and swerving in a 35 mph at North Williamson Road, Blossburg, court documents said. Suspecting the operator was driving under the influence, the officers asked the driver, West, to step out of the vehicle, according to court documents. During a safety pat down for weapons, officers found a syringe in his front right pocket, according to court documents.
A further search lead to officers finding 19 bags of heroin and a small bag of marijuana, according to court documents.
West’s bail was set at $10,000, and his preliminary hearing is scheduled for Wednesday.
Woman is accused
of shoplifting
MANSFIELD – Cloe Niccole Collister, 19, of 54 Post Road, Roaring Branch, was charged with retail theft, according to documents in District Judge James Carlson’s office.
State police answered a call for shoplifting at a retail store on South Main Street in Richmond Township, according to court documents. Collister allegedly tried to steal beauty products valued at $33.94, court documents said.
Collister’s bail will be set at her preliminary hearing, which is scheduled for Nov. 18.

Woman accused of terroristic threats
MANSFIELD – Natasha English, 34, of 52 Sullivan St., was charged with terroristic threats and disorderly conduct including hazardous or physically offensive conduct by borough police.
English went to confront her boyfriend at a bar on South Main Street and argued loud enough to alarm patrons, according to documents in District Judge James Carlson’s office. Witnesses stated hearing her threaten to destroy her boyfriend’s belongings and burn his house down, according to court documents.
English was jailed in county prison with bail set at $2,000. Her preliminary hearing is scheduled for Wednesday.
Underage drinking, drugs alleged
MANSFIELD – Police said a Collegeville man ran from police when borough officers spotted him walking with an open alcoholic container.
After a pursuit on foot, police said they apprehended Justin Coe Service, 19, of 427 Tudor Road, Collegeville.
Service allegedly had marijuana in his possession as well as alcohol at the time he was apprehended, according to documents in District Judge James Carlson’s office.
He was charged with flight to avoid apprehension, possession of substance by unauthorized person, use possession with intent to use drug paraphernalia, scattering rubbish and possession of liquor.
His preliminary hearing is scheduled for Oct. 21.
Man reports being awakened by intruder
MANSFIELD – Jaguar Matthew J. Gordon, 21, of East Elmira Street, Mansfield, is accused of burglary.
The victim called the state police to report a burglary at the victim’s residence in Rutland Township, according to documents in District Judge James Carlson’s office. The victim told police he went to investigate a noise that woke him from sleeping, and upon investigating, Gordon and another man allegedly attacked the victim, according to court documents.
Gordon was charged with simple assault, harassment and burglary.
His bail was posted at $7,500. His preliminary hearing is scheduled for Nov. 4.
Retail theft alleged of New York man
MANSFIELD – Joshua James Barnes, 27, of 182 Bridge St., Corning, New York, is accused of retail theft.
A store worker in Richmond Township contacted state police to report Barnes allegedly trying to steal a Canon Rebel EOS T5 deluxe camera kit, valued at $500, according to documents in District Judge James Carlson’s office.
Barnes was held in a room in the back of the store until police arrived, according to court documents.
His preliminary hearing is scheduled for Oct. 21.

5 sentenced in Tioga County Court
WELLSBORO – Five people were sentenced in Tioga County.
Sentenced to intermediate punishment were:
Lynn Rae Williammee, 31, Liberty, five years with 90 days in Tioga County Prison, 90 days on electronic monitoring and the rest on probation along with $1,500 fine and 18 month driver’s license suspension for DUI.
Jennifer D. Shepheard, 41, Tioga, five years with 60 days in Tioga County Prison, 30 days on electronic monitoring and the rest on probation along with $1,500 fine and 18 month driver’s license suspension for DUI.
Sentenced to Accelerated Rehabilitative Disposition were:
James Williams, 50, Hanover, nine months probation for false written statement.
Eric M. Cook, 33, Wellsboro, 12 months and 60 days driver’s license suspension for DUI and possessing small amount of marijuana.
Sentenced to probation was:
Quincy Root, 39, Wellsboro, six months probation for statement under penalty.
Man accused of stealing medication
WELLSBORO – Mark Anthony Hopper, 25, of 1768 Shumway Hill Road, was charged with theft by unlawful taking of valium and possession of a controlled substance, according to documents filed at District Judge Robert Repard’s office.
The incident was reported to Wellsboro police by the victim, who, according to court documents, saw Hopper going through her purse at her home in Wellsboro. The victim kept Diazepam (Valium) in her purse, and she called the police when she found tablets missing, according to police.
Hopper was jailed in county prison with bail set at $5,000. He waived his right to a preliminary hearing.
Man allegedly assaulted a woman
WELLSBORO – Wellsboro police said a man exposed himself and sexually assaulted a woman in her home in Wellsboro.
Vernon Lee Rouse, 45, of 330 Cobb Road, was charged with indecent assault without consent, indecent exposure and harassment involving physical contact.
Rouse allegedly visited the victim in her home, stood behind her and fondled her breasts, according to documents filed at District Judge Robert Repard’s office. According to court documents, he then allegedly turned to face the victim, took off his pants and asked the victim to have sex with him.
When the victim refused, Rouse allegedly left the house, and the victim called the police, according to court documents.
Bail will be determined at Rouse’s preliminary hearing, which is scheduled for Oct. 27.
Woman accused of disorderly conduct
WELLSBORO – Police said a woman from Wellsboro refused to stay home after being warned she was too drunk and disorderly to be in public.
Emily C. Bodine, 43, of 46 Pearl St., was charged with disorderly conduct that is hazardous or physically offensive and public drunkenness.
Wellsboro officers dropped Bodine off at home earlier in the evening, told her to stay home and then returned after family members reported her leaving, according to documents filed at District Judge Robert Repard’s office. After Bodine allegedly tried to leave again, police returned to arrest her after another disturbance was reported at the residence.
Bail was set at $1,000. Her preliminary hearing is scheduled for Oct. 22.
Woman accused of stealing
WELLSBORO – A Covington woman allegedly stole from a disabled woman, according to police.
According to Wellsboro police, Carole Ann Chase, 37, of 4505 Cherry Flats Road, Covington, is accused of receiving stolen property and theft by unlawful taking.
Police received a complaint from the victim’s mother regarding $2,500 stolen, according to documents filed at District Judge Robert Repard’s office.
Police said Chase was an employee associated with the victim’s residence, a group home in Wellsboro. Chase allegedly took the victim in a company vehicle to the bank to cash checks in the victim’s name, according to court documents.
Bail will be determined at the preliminary hearing scheduled for Oct. 27.
Man accused of assault
State police said a man was allegedly assaulted by another man outside a Charleston Township home.
State police said the victim was at a family member’s residence in Charleston Township when Adam Joseph Towner, 30, of 53 Barnes Mountain Lane, Mansfield, allegedly came onto the property and repeatedly punched the victim outside of the home, according to documents filed at District Judge Robert Repard’s office.
Towner was charged with simple assault and harassment. Bail will be determined at the preliminary hearing scheduled for Nov. 3.
Man accused of writing bad checks
WELLSBORO – Donald Duane Williams, 32, of 740 Railroad St., Deruyter, New York, is accused of knowingly writing bad checks, according to documents filed at District Judge Robert Repard’s office.
Wellsboro police said they were notified by a manager at Tops Market that 14 bad checks allegedly were written by Williams. The checks totaled $923.63, but with fees and services, the amount came to $1,273.63, according to court documents. The store also provided video surveillance, court documents said.
His preliminary hearing is scheduled for Oct. 27.
Man accused of retail theft
Joshua James Barnes, 27, of 182 Bridge St., Corning, New York, is accused of retail theft.

He was detained until police arrived, according to court documents. His preliminary hearing is scheduled for Oct. 21.

Man allegedly possessed
hash oil and marijuana
ROARING BRANCH – Police said they found hash oil and marijuana during a search of a vehicle of a Bethel man.
According to court documents, agents of the attorney general’s office found Brian Edward O’Donnell, 24, of 61 Faust N. Road, asleep behind the wheel of his vehicle outside of 173 Taylor Run Road.
The agents went to that location after a two-day investigation involving the sale of drug paraphernalia and hash oil at a festival in Roaring Branch, where O’Donnell was a vendor, according to documents filed at District Judge Robert Repard’s office.
After giving consent to search his vehicle, the agents found a brown oil-based substance alleged to be hash oil, an ounce of marijuana and a glass pipe, according to court documents.
O’Donnell was charged with intentional possession of a controlled substance by a person who is not registered and manufacture, delivery or possession with intent to manufacture or deliver.
Bail was set at $20,000. His preliminary hearing is scheduled for Tuesday.
Man acussed of selling heroin
WELLSBORO – Anthony F. Allen Jr., 29, of 110 Confer Lane, has been charged with selling heroin in the borough, following two controlled buys in May, according to documents filed at District Judge Robert Repard’s office.
Allen allegedly sold an informant six bags of heroin for $100 at a public library and 13 bags of heroin for $200 at an automotive store, according to court documents.
Allen was charged with conspiracy to manufacture, delivery or possession with intent to manufacture or deliver, criminal use of communication facility and manufacture, delivery or possession with intent to manufacture or deliver.
Allen was jailed in county prison in lieu of $30,000 bail. His preliminary hearing is scheduled for Tuesday.
Police: Wellsboro man grew marijuana in state forest
MORRIS – Christopher Mark Holleran, 35, of 2280 Balsam Road, Wellsboro, is accused of growing marijuana in Tioga State Forest.
According to a police affidavit, state Wildlife Conservation Officer Rodney Mee was informed of a marijuana plant growing on state game land that he found during a subsequent investigation.
Mee contacted the state attorney general’s office, and with agents from the office installed surveillance equipment in the forest around the plant on June 23.
Agents received footage and photos on July 7 that allegedly showed Holleran harvesting the plant and driving away in a car, which was later was observed at Holleran’s residence.
Holleran was charged with control of property regulations, use/possession of drug paraphernalia, intentional possession of a controlled substance by a person who is not registered and delivery or possession with intent to manufacture or deliver, criminal use of communication facility and use/possession of drug paraphernalia.
Holleran was arraigned before District Judge Robert Repard and released on $25,000 bail. His preliminary hearing is scheduled for Tuesday.
Man allegedly sells marijuana outside library in Wellsboro
WELLSBORO – A Covington man allegedly based his drug dealings from the public library.
According to a criminal informant for the attorney general’s office, Nathan Randall Phillips, 25, of 24 Rods Lane, allegedly used computers at the library to log onto Facebook and message people to sell marijuana.
The informant organized two controlled buys during April and May at a fast-food restaurant and outside of the library in Wellsboro and purchased 7 grams of marijuana for $120 during each buy, court documents said.
Phillips was charged with criminal use of communication facility and manufacture, delivery or possession with intent to manufacture or deliver.
Phillips was arraigned before District Judge Robert Repard and was jailed in county prison in lieu of $10,000 bail. His preliminary hearing is scheduled for Tuesday.
Man accused of selling heroin
WELLSBORO – Joseph T. Tanaiewski, 19, of 68 Jackson Center Road, Millerton, has been charged with drug offenses after allegedly selling heroin to a criminal informant for the state attorney general’s office.
The informant told agents that Tanaiewski was selling cocaine, heroin and prescription pills, according to an affidavit filed at District Judge Robert Repard’s office.
The informant arranged a controlled buy with Tanaiewski outside of the West End Apartments in Wellsboro and allegedly gave Tanaiewski $120 for a bag of suspected heroin, according to court records.
Tanaiewski was charged with criminal use of communication facility and manufacture, delivery or possession with intent to manufacture or deliver.
Tanaiewski was jailed in county prison with bail set at $10,000. His preliminary hearing is scheduled for Tuesday.
Man allegedly sold hydrocodone
WELLSBORO – Mark A. Hopper, 25, of 777 Stony Fork Road, faces drug charges after allegedly selling hydrocodone to a criminal informant for the state attorney general’s office, according to documents filed at District Judge Robert Repard’s office.
The informant organized two controlled buys between April and June at Walnut Street and East Avenue in Wellsboro, and a third controlled buy at Dear’s Mobile Home Park in Tioga, according to police. The informant purchased 10 pills of suspected hydrocodone for $80 during each buy, court documents said.
Hopper was charged with possession of marijuana, conspiracy criminal use of communication facility and manufacture, delivery or possession with intent to manufacture or deliver.
Bail was set at $15,000. His preliminary hearing is scheduled for Tuesday.
Man accused of selling heroin
WELLSBORO – Michael H. Patterson, 27, of 1993 Tioga River Road, has been charged with selling heroin in the borough, following a controlled buy, according to documents filed at District Judge Robert Repard’s office.
Agents from the state attorney general’s office and a criminal informant organized a controlled buy along Central Avenue and purchased 10 bags of heroin for $200, court documents said.
Patterson was jailed in county prison with bail set at $30,000. His preliminary hearing is scheduled for Tuesday.
Man accused of selling cocaine
WELLSBORO – Police have charged a Wellsboro man with selling drugs from his vehicle at the West End apartments on Calkins Lane.
John Francis McConomy IV, 26, of 2257 Charleston Road, allegedly was driven to the apartments by a juvenile to sell cocaine from the vehicle, according to an affidavit filed at District Judge Robert Repard’s office.
McConomy was charged with solicitation of minors to traffic drugs, conspiracy criminal use of communication facility and manufacture, delivery or possession with intent to manufacture or deliver.
The charges were filed after agents of the state attorney general’s office organized three controlled buys with a criminal informant at the apartments in July.
McConomy was jailed in county prison with bail set at $50,000. His preliminary hearing is scheduled for Tuesday.
Couple accused of being involved in sale of heroin
BLOSSBURG – Law enforcement alleges a Blossburg couple are involved in selling drugs.
Tylor Shawn Rumsey, 22, of 343 N. Williamson Road, allegedly contacted a criminal informant in hopes that the informant would purchase heroin, according to documents in District Judge James Carlson’s office.
Agents with the state’s attorney generals office and the informant organized a controlled buy in September at a car wash where Rumsey would walk to meet the informant, whose vehicle was set up for audio and video surveillance, court documents said.
Rumsey and his girlfriend, Kelly Michelle Rinebold, 31, of 343 N. Williamson Road, entered the vehicle and sold the informant five bags of heroin for $80, court documents said.
Rinebold and Rumsey were jailed in county prison with bail set at $10,000 for Rinebold and for Rumsey, $30,000.
Rumsey was charged with criminal use of communication facility, conspiracy manufacture, delivery or possession with intent to manufacture or deliver and manufacture and delivery or possession with intent to manufacture or deliver.
Rinebold was charged with conspiracy to manufacture, delivery or possession with intent to manufacture or deliver and manufacture and delivery or possession with intent to manufacture or deliver.
Preliminary hearings for both are set for Wednesday.
Man, woman accused of being involved in selling heroin
MANSFIELD – Drug charges have been filed against a Mansfield couple following controlled buys in July, authorities said.
Upon being contacted by a confidential informant, Jacob Cobb, 22, of 196 N. Main St., allegedly sent his girlfriend, Rhiannon Marie Gray, 21, of the same address, to supply the informant with an ounce of marijuana for $300 in July, according to records filed in the courtroom of District Judge James Carlson.
A second controlled buy was arranged that month with an undercover agent who purchased an ounce of marijuana.
Cobb and Gray were both charged with intentional possession of a controlled substance by a person who is not registered, manufacture, delivery or possession with intent to manufacture or deliver and conspiracy to manufacture, delivery or possession with intent to manufacture or deliver.
Gray and Cobb were released after posting bail of $10,000 and $15,000, respectively.
Preliminary hearings for both are scheduled for Wednesday.
