City man allegedly sold crack cocaine,
marijuana
Reginald Morton, 35, of 727 West Fourth St., allegedly sold crack cocaine and methamphetamine to a confidential police informant back in summer of 2020.
The transactions allegedly occurred at Morton's shared home with Tara Mcleod and three juveniles, according to a detective with the Lycoming County Narcotics Enforcement Unit.
On June 23, 2020, Morton sold 2.15 grams of crack cocaine to a confidential informant at his home on West Fourth Street, according to an NEU detective.
Meanwhile, on July 22., Morton sold another gram of crack cocaine and a gram of methamphetamine to a confidential information.
Authorities executed a search warrant on the residence later July 22, and allegedly found the phone used to arrange the controlled buys as well as paraphernalia such as digital scales and packaging material.
When searched, Morton allegedly had $2,670 on him, that included $200 of pre-recorded police money he received during the July 22 buy.
Additionally, authorities allegedly found more than 30 grams of marijuana and 13.39 grams of cocaine.
Mcleod allegedly admitted her and Morton sell marijuana and said she knew Morton sold cocaine. She allegedly removed cocaine from her bra that Morton had provided her.
"Mcleod explained that the cocaine was given to her by Morton to hold because Morton was expecting someone who was coming to the residence to purchase cocaine," an NEU detective wrote in the affidavit.
District Judge Christian Frey arraigned Morton on multiple counts of delivery of a controlled substance, possession with intent to deliver and criminal use of a communication facility.
Frey set bail to $75,000, and unable to post, Morton will remain in the Lycoming County Prison until his preliminary hearing Jan. 26.
Man arraigned
for suboxone,
naxalone sales
Zebulon Keefer, 29, of 1023 Baldwin St., allegedly sold Suboxone and Naxalone to a confidential informant twice and conducted a third sale to an undercover cop last summer, according to detectives from the Lycoming County District Attorney's office.
The first alleged sale occurred May 18, where Keefer allegedly sold ten suboxone strips to a confidential informant at 328 Memorial Avenue.
The second occurred June 11, where Keefer allegedly sold 15 suboxone pills, again at 328 Memorial Avenue.
During the third controlled buy, Keefer allegedly entered the backseat of an undercover vehicle, where detectives informed him he was under arrest. Keefer allegedly had a plastic bag containing 16 suboxone pills on him.
District Judge Christian Frey arraigned Keefer on charges of delivery of a controlled substance, criminal use of a communication facility--three counts each. Frey released Keefer on $35,000 bail, and Keefer is scheduled to appear before Frey for a preliminary hearing Feb. 9.
Man arraigned on drug charges after police search residence
State police allegedly found raw marijuana in a house they were searching to serve a warrant back in August.
William Manciocchi, 46, of 2926 Dove St.,allegedly grew the marijuana to offset the costs of buying it himself, according to Trooper Brett Herbst.
Manciocchi allegedly told troopers he thought it was legal so long as he grew less than ten plants, according to Herbst.
Troopers found raw marijuana in Manciocchi's basement and attic alongside the remnants of a former grow lab at around 2 p.m. on Aug. 19, according to Herbst.
Additionally, state police found an active grow lab in a detached garage on the property, where Manciocchi was growing four marijuana plants, Herbst said.
District Judge Christian Frey arraigned Manciocchi on charges of manufacturing a controlled substance, possession of marijuana and possession of drug paraphernalia.
Frey released Manciocchi on $15,000 bail. Manciocchi is scheduled to appear before Frey again for a preliminary hearing Feb. 9.
Woman allegedly
hindered arrest of wanted felon
Sherice Quartman, 26, of 2106 Cummings St., allegedly slammed the door on police officers trying to serve an arrest warrant on Dec. 16 at 7:45 a.m.
Quartman allegedly sheltered Byron Martinez, a man who had a felony arrest warrant out for him, and told officers he was not at the house.
After authorities surrounded the residence and told Martinez to surrender, the man allegedly walked out the front door of the residence and surrendered to officers.
District Judge Christian Frey arraigned Quartman Jan. 6 on a singular charge of hindering the apprehension of prosecution.
Frey released Quartman on $20,000 bail, and Quartman is next scheduled to appear before Frey for a preliminary hearing Feb. 16.
City woman and
company allegedly break into house
Taijae Hill, 23, of 414 Rose St. allegedly broke into a Federal Avenue residence and stole items valued at a total of $2,450 the night of Dec. 10, according to police.
In addition to taking two watches and $1,000 dollars worth of clothes, Hill also allegedly broke or damaged items exceeding $1,000, according to Ryan Brague, a city police officer.
A neighbor of the residence allegedly took a video on his or her cell phone, according to Brague, which showed Taijae Hill, Jahnice Williams, and two juveniles leaving the Federal Avenue residence with items in their hands.
District Judge Jerry Lepley arraigned Hill on charges of burglary, criminal conspiracy, criminal trespass, theft, corruption of minors and criminal mischief.
Lepley set bail to $25,000 bail, and unable to post, Hill will remain in the Lycoming County Prison until her preliminary hearing before District Judge Christian Frey on Feb. 16.
City man allegedly stole vehicle
Blayde Noltee, 25, of 635 Lloyd St., allegedly stole his father's girlfriend's vehicle in the early hours of Aug. 28, 2020, according to city police.
Noltee allegedly entered the woman's Grier Street residence while she was at work, and when she went to sleep, he took the keys to the car and left, according to Dustin Reeder, a city police officer.
Noltee allegedly returned the car the next day, but fled on foot to avoid police capture.
Police allegedly found an orange syringe cap on the front passenger seat, and believe Noltee was seeking out heroin to fuel an addiction.
District Judge Christian Frey sent Noltee a summons to answer to a singular charge of unauthorized use of an automobile. He released Noltee on $7,500 bail.
Warminster man allegedly strangled victim
Rondell Carson, 41, of Warminster, Pa., allegedly strangled a victim while he was dropping off a child the evening of Oct. 15, 2020.
While dropping off the child, Carson allegedly grabbed a victim from behind, "using his entire arm to control her movement and apply pressure to her neck," wrote Zach Saylor, a city police officer who responded to the incident.
The victim was allegedly holding a child while being strangled, and Saylor said Carson allegedly slapped her multiple times and pulled her from the sidewalk into the grass at a Campbell Street property.
District Judge Aaron Biichle arraigned Carson Jan. 11 on charges of strangulation, simple assault and endangering the welfare of children. Biichle released Carson on unsecured bail for $50,000.
Carson is scheduled to appear for a preliminary hearing before District Judge Christian Frey on Feb. 23.
City man allegedly beat dog while intoxicated
David Sanders II, 24, of 1636 Andrews Place, allegedly beat his dog while intoxicated the night of Jan. 15, according to city police.
Sanders had allegedly become enraged when the dog urinated inside the house, according to city police officer Michael Corter. When Sanders' girlfriend tried to defend it, Sanders allegedly said he would kill her, Corter said.
District Judge Aaron Biichle arraigned Sanders for making terroristic threats, simple assault and cruelty to an animal, and set bail to $25,000.
Unable to post, Sanders remains in the Lycoming County Prison until his preliminary hearing before District Judge Christian Frey Jan. 26.
