Three face drug charges in separate cases
Alleged cocaine dealer Donte Outland was taken into custody and incarcerated on felony drug and firearms charges following a vehicle stop on Interstate 180 on the afternoon of March 11, city police said.
There was some tense moments when Outland, 27, of Lock Haven, admitted he had a weapon him.
"Gun," one officer yelled at another as efforts were made to restrain Outland, a passenger in a vehicle that was stopped near the Route 15 North interchange.
Outland made several attempts to pull his hands and arms back as the officers pulled him out of the car, according to an affidavit. Once Outland was handcuffed, police retrieved a loaded handgun from his waistband. The serial number of the weapon had been removed.
Police stopped the vehicle because the driver was "swaying" in a lane of traffic and she also did not have on her headlights or wipers as it was raining heavily.
As soon as the officers approached the car, they detected a very strong odor of marijuana coming from inside the vehicle. Outland freely turned over a small package that officers suspected contained marijuana.
Besides the loaded handgun, Outland also had on him eight grams of cocaine in separate bags, an estimated $1,000 in cash and two cellphones, all signs that Outland was "trafficking (in) narcotics," an officer wrote in an affidavit.
Following his recent arraignment before District Judge William Solomon on charges of possession of a firearm with an altered serial number, possession of a firearm without a license, possession with intent to deliver cocaine and possession of marijuana, Outland has been committed to the Lycoming County Prison in lieu of $250,000 bail.
In another drug case, Francis Fredin Jr., 24, of 1024 Baldwin St., faces two felony count of possession with intent to deliver a controlled substance after two ounces of packaged fentanyl were discovered in a dress drawer in his bedroom during a search that was conducted by the county's Narcotics Enforcement Unit (NEU) on Jan. 21.
The drug unit had obtained a search warrant to go through the home. Fredin recently waived his preliminary hearing and remains jailed in lieu of bail.
In another case, Nasir Carter, 18, of Philadelphia, also waived his preliminary hearing on felony charges of delivery of a controlled substance and illegal use of a cellphone that were filed the county's NEU.
The charges stemmed from Carter's alleged involvement in the sale of 12 bags of suspected fentanyl that were sold told to an undercover agent at an undisclosed location in the city last June 22. Carter is free on bail in this case.
Prison inmate charged with assault and making threats
Additional charges have been filed against Lycoming County Prison inmate Rashay Morton after she allegedly threatened one corrections officer and assaulted another in separate incidents inside the jail at 277 W. Third St., county Detective Stephen Sorage alleged in an affidavit.
"You're on the list. Once I see you on the street, I am going to put (expletive) bullet in your head," Morton, 39, told one officer on Feb. 25.
As the officer approached her cell, Morton allegedly threw a yellow liquid at the officer, saying "Piss cups for everyone of you bitches."
Four days later, Morton punched another corrections officer in the face after refusing to go back into her cell, Sorage alleged.
Following her arraignment last week before District Aaron Biichle on charges of aggravated harassment by prisoner, aggravated assault and terroristic threats, Morton, whose last known address was of the 700 block of West Edwin Street, was recommitted in lieu of $75,000 bail.
While she was jailed last summer, she was charged with allegedly throwing a cup of urine at a pair of corrections officer's shoes on Aug. 9, court records state. At the time, Morton was incarcerated for allegedly assaulting a city patrolman in the parking lot of the Hampton Inn, 140 Via Bella, on Aug. 1.
Charges lodged for throwing brick at vehicle
Tyler Bachle, 21, of 1229 Sherman St., has been charged with recklessly endangering another person, simple assault and disorderly conduct for repeatedly throwing a brick at a parked car in which two women were in the vehicle in the 1200 block of Sherman Street about 8:45 p.m. last May 25, city police alleged in court papers.
Neither woman was injured, but the car's windshield was damaged, police said. Bachle is free on bail after waiving his preliminary hearing before Biichle.
City man faces sex abuse charges
Donald Webb, 47, of 1530 Louisa St., has been jailed on a series of felony charges for sexually molesting a minor in a city home in the last five years, city police alleged in court records filed at the office of District Judge Christian Frey.
Webb has been charged with sexual assault, aggravated indecent assault, unlawful contact with a minor, indecent assault, endangering the welfare of a child and corrupting the morals of a minor.
At his arraignment last week, Webb was jailed after the judge denied him bail.
Police accused driver of fleeing crash scene
Furaad Brunson, 36, of 565 Memorial Ave., apartment 102, has been charged with accidents involving damage to attended vehicle (hit-run) and driving without a license as a result of two-vehicle crash at Park Avenue and Locust Street about 5:15 p.m. on Dec. 29, city police said.
Investigators allege Brunson left the scene of the accident after his 2006 Chevrolet Impala and another car driven by Lynda Miller collided. A little more than an hour after the crash, police located the offending vehicle outside Brunson's home.
Brunson recently waived his preliminary hearing and is free on bail.
Four motorists charged with DUI
Motorist Jasmine Alicea, 23, of 2500 Federal Ave., apartment 239, has been charged with DUI and careless driving after she was stopped in the 600 block of Campbell Street for traveling in the opposite lane of traffic about 10:50 p.m. on Nov. 24.
"She was clearly intoxicated as she smelled strongly of an alcoholic beverage," an officer wrote in an affidavit. Alicea initially denied drinking, but then admitted to having "a couple glasses of wine," the officer said.
Alicea's blood-alcohol concentration level was .19, police said she is free on $5,000 bail after waiving her preliminary hearing.
Arriving at a crash scene in 700 block of West Edwin Street where a woman plowed her 2010 Dodge Caravan into a a fence about 8:45 p.m. on Nov. 20, the city police officer detected a strong odor of alcohol on the driver, according to court records.
Amy Snyder, 25, 2624 W. Fourth St., admitted that she had had five shots of an alcoholic drink prior to getting into her van, the officer said in an affidavit. The woman's blood-alcohol concentration was .17, the officer said.
Charged with DUI and careless driving, Snyder has waived her preliminary hearing and is free on $5,000 bail.
After failing to come to a complete stop at a stop sign and for driving without his headlights on, motorist Darryl Middleton, 55, 434 Center St., apartment 7, was stopped by city police in the 600 block of West Edwin Street about 10:10 p.m. on Nov. 14, according to court records.
The officer detected a strong odor of an alcoholic beverage on Middleton, who performed poorly on a series of standard field sobriety tests, court records state. Middleton admitted to having two beers at a local bar, police said, adding he refused to submit to a blood test.
Charged with DUI and driving with a suspended license, Middleton is free on $5,000 bail.
Motorist Levi Johnson, 21, of 331 Locust St., was stopped by a state trooper on Grace Street in the city about 12:20 a.m. on Aug. 23 after realizing that the license plate on Johnson's 2006 Chevrolet Cobalt was suspended, according to an affidavit.
"There was a strong odor of marijuana inside the car," the trooper said. Johnson, who admitted to smoking marijuana, handed over a bag of the controlled substance which he pulled from his pants pocket, court records stated. A blood test confirmed there was marijuana in the driver's system.
Charged with DUI of a controlled substance and possession of marijuana, Johnson waived his preliminary hearing and is free on $5,000 bail.
