Two charged with felony riot
Kevin Cagle, 19, who is homeless, and Navaya Payton, 18, of 635 Fourth Ave., have been arrested on charges of felony riot and disorderly conduct following a disturbance at Memorial Avenue and Locust Street on Sept. 3, Williamsport police said. Investigators allege that Payton was initially involved in one physical confrontation, then "moved to a second fight" and then involved herself in yet a third fight before she was taken into custody, an affidavit stated. A very large crowd was present and several officers were needed at the scene, court records stated.
When officers attempted to arrest Payton, Cagle and a juvenile tried to stop them from taking her into custody, it was alleged in court papers. "Cagle took a fighting stance and squared off with an officer," the affidavit stated. It was alleged that Cagle, who had in possession marijuana and drug paraphernalia, "was involved in several disturbances throughout the day," police said. Both he and Payton were arraigned before District Judge Gary Whiteman and jailed in the Lycoming County Prison in lieu of $10,000 bail. Payton has since waived her preliminary hearing and is free on bail. Cagle's preliminary hearing before District Judge Aaron Biichle is scheduled for next week.
Eldred Township woman arrested on felony charges
Cheryl Lee Bates, 58, of 951 Harvey Road, faces felony offenses for illegally using a credit card belonging to Edler's Sanitation Hauling, of the same address, in which she racked up $22,771 in charges during all of last year, state police alleged in an affidavit that was filed early last month. Bates, who police said is the company co-owner's girlfriend, was arraigned before Whiteman on charges of theft and receiving stolen property, and released on $25,000 bail.
Charges filed against Fairfield Township man
Cody Lynn Moore, 42, of 416 Halltown Road, Montoursville, has been charged with felony attempted theft, criminal trespassing and theft after he was found in another man's vehicle in the 1100 block of Halltown Road in Fairfield Township on Aug. 17, state police alleged in court papers. Alan Hannan allegedly caught Moore inside his pickup truck about 5:50 p.m., police said. Moore asked Hannan if he would give him "a ride to town," but Hannan refused, police were told. Moore admitted to Hannan that he was looking for the truck's keys with the intent to steal the vehicle, according to an affidavit. Following his arraignment before District Judge William Solomon, Morre was jailed in lieu of $20,000 bail as well as a parole violation. He has since waived his preliminary hearing.
Muncy woman faces felony charges
Melissa Harbst, 42, of 41 N. Main St., apartment 2, Muuncy, has been charged with two counts of simple assault and harassment for assaulting a man and a woman at Harbst' apartment on Sunday night, state police alleged in an affidavit. Police said Harbst, with both her hands, grabbed "each side of the man's head and pushed him, causing his left ear to bleed." Harbst then confronted the woman by coming up behind her and "punching her in the back of the head," police alleged. As the victim fell to the ground, Harbst "got on top of her and continued to punch her in the face and head," it was alleged. Following her arraignment before District Judge Christian Frey, she was released on $5,000.
Traffic stop results in discovery of drugs and loaded firearm in vehicle
What began as a simple routine traffic stop for a brake light violation on a pickup truck on Allegheny Street in Jersey Shore about 5:10 p.m. Sunday ended with the driver, Miles Ray Moore, 58, getting locked up on felony and misdemeanor charges, according to Lycoming Regional police. After obtaining a search warrant for the truck, officers seized 10 bags of suspected fentanyl, numerous vials of suspected cocaine and a loaded handgun, according to an affidavit. Police also believed that Moore, of 606 Allegheny St., Jersey Shore, was under the influence of drugs and alcohol. Following his arraignment hours later before Frey on charges of carrying a firearm without a license, possession of controlled substances, possession of drug paraphernalia and DUI. He was jailed in lieu of $15,000 bail.
City man charged with felony theft
Donovan Lee Ferguson, 22, of 1135 ½ Park Ave., has been charged with felony theft for stealing a handgun from property in the 900 block of Weaver Street in the borough back in 2021, it was alleged in court papers filed by the county's Narcotics Enforcement Unit. Following his arraignment before Whiteman, he was released on $15,000 bail.
Four charged with drug offenses in separate cases
Shawn Michael McCarthy, 33, of 129 White Deer Baptist Church Road, Allenwood, was arraigned before District Judge William Solomon on one felony count each of delivery of a controlled substance and conspiracy for his alleged involvement in the sale of $50 worth of cocaine to an undercover officer on Muncy Creek Boulevard in Muncy Creek Township on Tuesday. He was jailed in lieu of $50,000 bail.
In another case, also behind bars was Taylon Allen Hamilton, 29, of 426 Third Ave., who was arraigned before District Judge Aaron Biichle on felony charges of delivery of a controlled substance and illegal use of cellphone for selling 10 grams of suspected fentanyl to an informant at Third Avenue and Nichols Place on June 5, it was alleged in court papers filed by the county's narcotics unit. He is jailed in lieu of $95,000 bail and has since waived his preliminary hearing.
In another case, Solomon also arraigned this week Michael Andreas Wagner, 45, of 112 Green St., Muncy, on charges of possession of a controlled substance and possession of drug paraphernalia for allegedly having six packets of suspected fentanyl and four capsules of suspected methamphetamine in the 2900 block of Lycoming Creek Road on March 24, state police alleged in an affidavit. He was released on $7,500 bail.
In another case, Nicholas Montefusco, 19, of 42 Broad St., Montgomery, has waived his preliminary hearing on a state police charge of possession of marijuana after the drug was found on him near Second and Park streets in the city on March 18. He is free on $1,500 bail.
