Trout Run area man faces criminal charges
Justin Stephen McCoy, 36, of 3036 Wallis Run Road, Trout Run, has been charged with felony retaliation against a witness, terroristic threats and harassment for remarks he made to another man inside a business on Route 87 in Upper Fairfield Township on the night of Oct. 21, according to a state police affidavit.
"You and me need to have a talk," McCoy told Brandon Conboy, the affidavit stated. "Hey (expletive), let's step outside and I'll break your jaw," McCoy told the man, police said. Conboy told McCoy there was nothing to talk about, police said, adding that McCoy told him, "You cost us over $1 million." Several of McCoy's friends who were present "tried to pull him away from Conboy and get him out of the situation, but McCoy continued saying, 'This son of a (expletive) cost us so much money. I'm going to take him outside and break his jaw,'" the affidavit stated. In confronting Conboy, McCoy "talked about how seven police officers showed up at his (McCoy's) house in the middle of the day and searched his residence, and that Conboy's name was on warrant paperwork," the affidavit stated.
Investigators alleged in court papers that "Mccoy threatened Conboy multiple times in retaliation for giving information to law enforcement regarding a crime that was being investigated." Following his arraignment Monday before District Judge Gary Whiteman, McCoy was released on $15,000 bail.
Philadelphia man charged with theft
Tyrice Lamar Bowen, 41, of Philadelphia, has been charged with theft after collecting $200 from a confidential informant in exchange for drugs, but then failed to live up to his end of the bargain, investigators with the county's Narcotics Enforcement Unit alleged in court papers. Following Bowen's instructions, the informant left the cash for the drug transaction in a residential mailbox in the 600 block of Grier Street on Oct. 4, court records stated. Bowen said he would later tell the informant where to go to get the drugs, but investigators alleged that after taking the money out of the mailbox, Bowen stopped communicating with the informant. A bench warrant for Bowen's arrest was expected to be filed after he failed to appear for his preliminary hearing before District Judge Christian Frey.
Woman allegedly stole grandmother's checkbook
After stealing her grandmother's checkbook, Lacey Griffith forged the woman's signature on eight checks and cashed them for $939 in the first two weeks of May, city police alleged in an affidavit. Griffith, 35, of 804 Jobs Run Road, Jersey Shore, waived her preliminary hearing recently before Frey on charges of felony forgery, theft and receiving stolen property, and was released on $5,000 bail.
City man jailed on assault-related offenses
It was about 1:40 a.m. on Jan. 14 when the emergency tones went out over the city police radios and a dispatcher sent officers to a home at 820 Hepburn St., where a man identified as Alex Ciccone was allegedly breaking down a door with an ax, according to an affidavit. When officers pulled up on the scene, Ciccone's partner "was bleeding from her face and hands, and there were red marks on both her arms," but the woman refused to tell police how she was injured, the affidavit stated. Ciccone, 34, who lives at the Hepburn Street home, was standing along the side of the house "apparently upset, sweating and holding (a power tool) and a pry bar," the affidavit stated. Items on the front porch as well as some articles inside the house appeared to be destroyed, police said.
A homeless man by the name of "Turbo" had been invited into the house, but Ciccone "erupted and began acting disorderly" after 'Turbo' began flirting with Ciccone's partner, police alleged. Following his arraignment hours later before District Judge William Solomon on charges of simple assault and disorderly conduct, Ciccone was jailed in the Lycoming County Prison in lieu of $25,000 bail.
Suspected impaired driver involved in city crash asked judge "What is Pennsylvania"
Moments after a witness saw an oncoming car driven by Salvatore Montesinos-Garcia veer off Interstate 180 in the city and strike a guidewire in the median about 1:15 p,.m. on Jan. 15, the witness quickly turned around, returned to the crash site and saw the 43-year-old Montesinos-Garcia "dumping out a beer can," according to an affidavit. When an officer arrived on the scene and began questioning Motesinos-Garcia, he immediately detected a strong odor of alcoholic beverage coming from his breath as the man spoke. The interior of the car smelled like fresh beer, the officer told District Judge Denise Dieter when Montesinos-Garcia, of Geneva, New York, was brought before her to be arraigned on a single charge of DUI. Montesinos-Garcia told the judge he had not been drinking, but on a preliminary breath test, he blew a .41, court records stated.
Dieter declared him unfit for arraignment and sent him to the county prison. However, when he re-appeared before Dieter several hours later Montesinos-Garcia seemed confused, telling the judge "I don't know where I am," and asked, "What is Pennsylvania," court documents stated. He was returned to the jail in lieu of $10,000 bail.
Convicted sex offender allegedly failed twice to register new address
Convicted sex offender Jhalil Kiyam Moore, 31, of 712 Krouse Ave., has been charged by city police with two felony counts of failure to comply with registration requirements following an investigation that began on July 11 when he was arrested following a domestic disturbance at a rental property where he lived in the 1100 block of Almond St., court records stated. It turned out that Moore lived in the house for several months and never registered the address with the state police as he was required by law to do within three days after moving into the property, according to investigators.
After spending about 10 days in the Lycoming County Prison stemming from the domestic issue, Moore was released, but again he never bothered to notify state police of his new address until Aug. 9, court documents stated. He has since waived his preliminary hearing on the two counts and is free on $85,000 bail.
