Bail denied for Williamsport man arrested for allegedly stalking juveniles in store

PENNSDALE — Convicted sex offender Shane William Kimball, who has admitted that he is sexually attracted to juveniles, has been locked up on a set of new charges after stalking at least six minors — with one of whom he had inappropriate contact — inside a Muncy Township store on the weekend of March 8-9, township police Sgt. James Taylor alleged in a court document.

It is alleged that Kimball, 37, of 760 W. Third St., Williamsport, stalked the victim to “arouse his sexual desire,” the investigator said in the court document. The accused admitted that he went into the store not to buy anything “but to see kids,” it was stated in the eight-page affidavit.

During an interview with Taylor, Kimball described his actions in the store as “wandering around, looking around, loitering and people watching.”

Kimball was convicted of indecent assault in Bradford County in 2009 and again in 2018, Taylor said, adding that the victims in both cases were minors.

Kimball denied both “stalking children and making any physical contact with them,” the affidavit stated. However, he did admit that by being in the store, he put himself “in a position I shouldn’t have been in,” Taylor said the accused told him.

Surveillance video recorded Kimball allegedly grabbing the buttocks of one of the juveniles he was following in the store, the officer added. All the victims suffered “substantial emotional distress,” Taylor said in the court document.

Taken into custody on Friday, Kimball was arraigned before District Judge Kirsten Gardner on felony charges of indecent assault and unlawful contact with a minor as well as several misdemeanors, including two counts of attempted indecent assault, six counts of stalking and one count each of indecent assault and open lewdness. He was placed in the Lycoming County Prison after the judge denied him bail.
