Philadelphia man arrested following high speed chase along Route 15

A Philadelphia man was taken into custody after he led police on a high speed chase in what they allege is a stolen vehicle Tuesday afternoon, according to an affidavit filed by Muncy Borough police.

Shortly before 5:30 p.m., Kiyair Jamiel Smith, 26, of Philadelphia passed a borough officer as they traveled along Route 15 North, at which time the officer’s Automatic License Plate Reader returned a “Stolen Vehicle Exact Match” result on the registration, the affidavit said.

Police followed the 2019 Ford Fusion, allegedly driven by Smith, as it pulled into a parking lot in the 16000 block of Route 15 in Allenwood, where the driver exited for a short time before returning to the vehicle.

He then headed north on Route 15 before turning onto Route 44, then Route 405, traveling through Watsontown, and ultimately, back onto Route 15 North again.

Police initiated a traffic stop, but rather than pull over, Smith allegedly accelerated the vehicle.

As the chase reached speeds of over 100 mph, state police advised they would be deploying stop sticks in an attempt to end the pursuit, court documents said.

Smith attempted to make a right-hand turn onto Route 54, at which time he struck a curb, crashed into some dumpsters at a nearby gas station, and allegedly attempted to flee on foot, according to police.

Using a K9 unit, police followed Smith into an area of heavy vegetation, almost stepping on him as he was located. As officer’s issued their commands, the K9 bit him in the lower calf area, an affidavit said.

During questioning, Smith stated that he had been in Williamsport, staying with his step-mother, but was on his way back to Philadelphia.

Asked where he had got the vehicle, Smith allegedly said that, “his friend just gave it to him,” police said.

Located within the vehicle was a black ski mask, according to court documents.

A female passenger was placed in handcuffs. It is unknown at this time if she will face charges.

State police are leading the investigation, the affidavit said.

Smith was charged with felony counts of receiving stolen property, fleeing or attempting to elude officers, flight to avoid apprehension and summary counts of careless driving, reckless driving and driving without a license.

He was arraigned before District Judge Kirsten Gardner and incarcerated at the Lycoming County Prison in lieu of $150,000 monetary bail.
