Several face drug charges in Lycoming County courts for separate incidents

What began as a simple traffic stop for failing to use a turn signal ended with a Lewisburg woman facing obstruction and drug charges, according to an affidavit filed by state police.
Stopped at West Third and Campbell streets, 39-year-old Hydia Taira Shavers, of Lewisburg, told police she did not have any identification on her.
While speaking with an officer at her driver’s window, a second officer allegedly spotted a bag containing approximately two grams of marijuana.
Asked to identify herself, Shavers stated her name was “Tahira Skeeters,” first giving her birth year as 1977, before changing it to 1975.
After attempting to run a records check on the name and birthdate given, which returned negative results, police asked Shavers for her real name, after which she provided them her identification card.
Despite earlier denying possessing a medical marijuana card, she admitted to holding one and presented it to police.
Shavers allegedly failed a field sobriety test and lab results were positive for the presence of THC.
The incident was Shavers’ third DUI stop in 10 years, the affidavit noted.
She was arraigned on charges of DUI, obstructing the administration of law enforcement, providing false identification to law enforcement, possession of a small amount of marijuana, possession of drug paraphernalia and seven summary offenses, and released on $25,000 bail.
In another case, state police have charged Ian Ashton Woods, 22, of Mansfield, with two counts each of possession with intent to deliver and criminal use of a communication facility after he allegedly met with a confidential informant in November 2024, providing him with 3.5 grams of ketamine in exchange for $300. A second transaction allegedly took place in January, where another 3.5 grams of ketamine was sold for $280.
Both transactions allegedly took place in the 100 block of Maynard Street, court filings said.
In another case, Kyle Alexander Grugan, 21, of 2715 Grand St., was charged with possession with intent to deliver and possession of drug paraphernalia after members of the Lycoming County Adult Probation Office observed marijuana paraphernalia, they said in an affidavit.
The county’s Narcotic’s Enforcement Unit was notified and served a search warrant on the property during which they allegedly discovered scales, pipes used for smoking raw marijuana. Over 400 grams of marijuana was also recovered, some in packaging from distributors from Michigan, with others bearing home-made labels, according to authorities.
Grugan told investigators that he possesses a medical marijuana card, however, the Medical Marijuana Act prohibits patients from purchasing marijuana out of state and having it transported to Pennsylvania, as well as limits patients to a 90 day supply, with each unit containing 3.5 grams, putting the amount in Grugan’s possession at roughly 100 grams over the legal limit, the affidavit said.
In another case, Andrew William Collins, 64, of 450 Lycoming St., Apt. 420, faces several drug related charges after he allegedly sold cocaine to confidential informants on four different occasions between December 2024 and March 2025, agents from the county’s Narcotics Enforcement Unit said in an affidavit.
On Dec. 18, 2024, Collins allegedly exchanged 0.3 grams of crack cocaine for $100. Another exchange occurred on Feb. 3, when a sale of .75 grams of crack cocaine was sold for $120, according to court documents.
Just over two weeks, later Collins allegedly sold another 0.3 to a confidential informant for $150.
While attempting a third transaction on March 27, Collins was detained and allegedly handed over 9 grams of cocaine that he had agreed to sell to an informant for $500, authorities allege.
All transactions allegedly took place at Collins’ residence.
Collins was arraigned on charges of delivery of a controlled substance, criminal use of a communication facility and possession with intent to deliver and released on $15,000 bail.
In another case, upon arriving to speak with a resident in the 1500 block of West Fourth Street, city police encountered 26-year-old Tierra Nicole Lyons, who is listed as being homeless, and allegedly found her to be in possession of methamphetamine, court documents said.
She allegedly admitted to police to being in possession of a syringe containing the drug.
Lyons was charged with possession of a controlled substance and was remanded to the Lycoming County Prison in lieu of $25,000 bail.
